The power plant E is a cogeneration power plant,it is now faced with policy risk and market risk:closing and stopping the small thermal power generating unit,the urban reformation reduces the number of industrial hot user,the city E popularizes GSHP energetically.In order to defuse the existential crisis of the enterprise,in order to Increase benefit and achieve sustainable development,this thesis systematically analyzes both the internal and external environments that the enterprise is facing;Using SWOT tools to gather up environment situation,and to set the strategic goal,and to work out four alternative strategic plans,and then makes a strategic choice.Pointed out that the power plant E should seize the development opportunities,should expand development scale,should strengthen interior management,should develop the main business and minor business at the same time,should develop the GSHP market and should seek for strategically.Put forward that the power plant E should execute low-cost strategy and differential service strategy to enlarge its heat supply scale and increase its benefit to the greatest extent.Some methods were presented in this thesis about how to reaching strategy aim,these methods include:strengthening the management of saving energy and freezing emissions,strengthening marketing management,strengthening human resource management,strengthening the management of the main business and the minor business,strengthening financial management and strengthening enterprise culture management.
