In recent years, the document NO.1 of the central government continually focus on the construction of farmland irrigation infrastructure and the capacity of grain produce in the major grain producing areas is decreasing. In order to solve this problem, a example of Y city is proposed in this paper. Firstly, present operating condition of farmland irrigation infrastructure is introduced in terms of specific program, pattern discovering and basic situation of farmland irrigation infrastructure. Then, the problem and the reason for this problem have been analyzed. We choose the funding of farmland irrigation infrastructure(X1), the related practitioner(X2) the number of irrigation equipment (X3), the number of reservoir (X4), the capacity of reservoir (X5), the effective irrigation area(X6),grain cultivate area(X7) as the input parameter and the city's grain output (Y1), additional economic benefits (Y2) as the output parameter in the DEA model in which we analyzed the data of above mentioned parameters from the year of 2005 to the year of 2014. After that, based on 175 interviewing records, a "Tobit" model is applied to profile the influence coefficient of the operation efficiency of farmland irrigation infrastructure, which gives the conclusion like, First, the input-output pattern is not the decisive factor in the operational efficiency of farmland irrigation infrastructure; second, water conservancy facilities, hours of operation and the food production area that ensure stable yields despite drought or excessive rain have an important influence; third, education level of administrator and maintenance intervals have effect but limited on water conservancy facilities operators; Fourth, the new water conservancy facilities have a positive impact on the operational efficiency of irrigation facilities. For irrigation infrastructure problems in the operation process of Y city, the possible solutions are bring in competition system, promoting market-oriented operation and management, building management systems, improving services and etc.The analysis of Y City's farmland irrigation infrastructure operating performance is providing the reference example for irrigation infrastructure operators in major grain producing areas. In this paper, the propose method of improving the operating efficiency of farmland irrigation infrastructure and the refinements regimen for constructing the farmland irrigation infrastructure in the major grain producing area have some reference value.
