Research On Status,Problems And Countermeasures Of Agricultural Intellectual Property Protection In Hunan Province

With the rapid development of science and technology, the world economy has changed from agricultural economy to industrial economy, from industrial economy to knowledge economy. The modern times is the era of knowledge economy, in the process of the development of agriculture, industry or service industry, knowledge is the direct impetus. Respecting and protecting intellectual property rights has already become a symbol to measure a national science and technology level and comprehensive strength. China is a agricultural country that economy needs to be developed, the comprehensive national strength needs to be improved, as well as the international competitiveness and tastes, thus the strategic goal of developing agriculture through science and education needs to be realized.Since the 16th National Congress, the central and local governments increasingly attach importance to agricultural development, after the 17th and 18th National Congress till now, the government is always constantly increase the agricultural input, so as to promote agricultural science and technology development, and continuously improve the agricultural product market system and agricultural support and protection system, thus to strengthen the agricultural support. Hunan is a big agriculture province in the central region of China, which is also the national agricultural big province, in the aspects of promoting agricultural science and technology progress and protecting agricultural intellectual property rights, a lot of work have done, and valuable experience is also accumulated, but there still exists many problems, how to better use the intellectual property system to develop and protect agricultural intellectual property rights, thus to enhance the competitiveness of agricultural science and technology, it is the current issues worthy of further study.This study reviews the domestic and foreign research situation, clarify the related concepts of agricultural intellectual property rights, takes agricultural intellectual property protection system as the research object, from the aspect of the agricultural intellectual property status in Hunan province, comparison research and methodology are used, this paper studies the necessity and feasibility of agricultural intellectual property protection system, thus to build a agricultural intellectual property system in line with the reality of Hunan province farming, combining with the reality of agricultural production to carry out the innovation of agricultural intellectual property rights protection system. Through research, a unique evaluation index is set up, evaluation and analysis of typical cases are carried out in the aspects of the present conditions of the protection of intellectual property rights system in Hunan province, puts forward countermeasures and path of institutional innovation for the Hunan agricultural intellectual property rights protection.
