Study On The Influencing Factors Of Drug Regulatory Problems At The Grass-roots Level

Medicine is an indispensable commodity for us,and also a special commodity for treating diseases.The particularity of medicine determines that the safety of medicine will inevitably become the focus of the whole society.In 2018,the state launched a new round of institutional reform,adopting the model of "big market--special drug".Drug regulatory agencies are only set up at the provincial level,cities and counties implement comprehensive law enforcement of market supervision.The basic level is the foothold of all work,and the key and difficult point to strengthen drug safety supervision is at the basic level.The implementation of drug safety policies ultimately depends on the basic level departments,and the implementation of drug supervision at the basic level is directly related to the direction of the policy.Therefore,how to establish a scientific drug safety supervision mechanism under the new situation,to prevent the occurrence of drug safety accidents to the greatest extent,to protect the safety of the people's drug use,is particularly important.This paper takes the drug safety supervision in Sixian county as the research object,introduces the research background and significance,research status at home and abroad,on the basis of the government regulation theory,asymmetric information theory and the theory of holistic governance,combined the qualitative and quantitative methods with the current situation and main problems of the drug safety supervision in Sixian county,and on the basis of the questionnaire survey,a quantitative analysis by using factor analysis method,the selected factors influencing the grassroots drug regulatory problems.Results indicate that the regulatory mechanism,the supervision team,regulatory resources,the regulatory environment,regulatory autonomy five factors have important influence on grassroots drug regulatory.On the basis of the research conclusion,Suggestions are put forward to strengthen drug supervision at the grass-roots level: improve the drug regulatory mechanism,improve the level of supervision team specialization,increasing regulatory resources,to create a good drug regulatory environment,maintaining regulatory independence,to promote grassroots regulation performance.
