The Statistical Research On The Low-Carbon City Development In Anhui Province

At present,China has surpassed the United States becoming the largest country in the global carbon dioxide emissions,facing with resource constraints tightening,serious environmental pollution,and the serious situation of ecological degradation.Low carbon development has become the inevitable choice of economic and social development in our country.So since 2010,China started to advance the construction of low carbon pilot provinces and cities throughout the country.Anhui is a province which economic and social development level is relatively low.In the process of accelerated rise and run out of the way,it builds the low-carbon city actively.It is playing an important role in speeding up the economic development,promoting social progress and advancing the construction of ecological civilization to realize the organic unity of the three.Researching in the low carbon city development of Anhui province,discussing main influencing factors of low carbon city construction,evaluating the low carbon city development level reasonably,revealing the characteristics of low carbon city development and the existing problems and put forward to the corresponding policy recommendations can provide reference for Anhui provincial government departments to formulate relevant policy basis.So the topic of the paper has strong theoretical and practical significance.Basing on the development of economics,ecological economics and other disciplines relevant theory,with the policy guidelines of eighteenth conference,the third plenary session,the forth plenary session and fifth plenary session of the communist party,the paper uses the research methods with the combination of the qualitative and quantitative analysis,normative and empirical analysis with the combination.On the basis of defining the connotation and characteristics of the low carbon city reasonably,it analyzes the influence from the different side factors and influence mechanism of the low carbon city construction.And it has an empirical researches on the main influencing factor and the development level of the low carbon city construction in Anhui province.For the influence factors of low carbon city construction in Anhui province,the paper measures quantitatively the influence of the low carbon economy,low carbon ecological,low-carbon society,low-carbon energy,and low carbon technology factors on the low carbon city construction in Anhui province through the panel data model.The results prove to be that economic,social and energy factor is the main influence factors of low carbon city construction in Anhui province,and there are significant spatial differences incharacteristics of Anhui spontaneous carbon emissions from cities.About the low carbon city development level of Anhui province,the paper follows certain principles of index set and builds a set of more scientific and reasonable evaluation index system,which including six aspects,21 specific indicators of low carbon city development level.Through using the sample data of 16 cities in Anhui province in 2014 combining with the application of analytic hierarchy process and principal component analysis,the paper evaluates the low carbon city development in Anhui province from different levels and overall level.Through using software to do cluster analysis,dividing low carbon city development level in Anhui province into three categories.And coming to the conclusion that the low carbon city development level of Tongling,Wuhu,Hefei,and Maanshan are much higher than other cities of Anhui province;and low carbon city development level of Luan,Fuyang and Bozhou are the lowest;and the other nine cities have medium level of the low carbon city development.Moreover,basing on the empirical analysis results and existing problems in the construction of low-carbon city in Anhui province,this article puts forward to the corresponding countermeasures and suggestions finally.
