A Study On Rural Compulsory Education Funds Safeguard Mechanism Of Jinan

This study based on the origin of the rural compulsory education and the mechanism,was supported by the theory of public goods and the theory of mechanism,mainly used literature research method,comparative research method,case study method,etc.The purpose of this study is to investigate and explore various kinds of changes which was brought by the new rural compulsory education funds guarantee mechanism of Jinan City,and to research new problems existed in the operation of the new mechanism.Based on the experiences of the rural compulsory education funds guarantee mechanism at home and abroad,and according to the actual development situation of Jinan City,this study put forward some feasible suggestions for the development of the rural compulsory education funds guarantee mechanism of Jinan City.Through the study we found that since the new guarantee mechanism was implemented,the guarantee level of the rural compulsory education funds was improved significantly in Jinan,which could be mainly manifested from the following several aspects:school total funds input and output in compulsory education increased sustainedly;public fund per student got effective guarantee;funds budget for education increased significantly;proportion of the funds shared by the central government increased significantly in the new guarantee mechanism;miscellaneous fees,boarders subsidies,and school building funds increased constantly;scope of the guarantee coverage expanded unceasingly;exercise books are free for students from poor families,etc.Also,through the study we found various kinds of problems existed in the operation of the new mechanism which were caused by the following reasons:information asymmetry which is the essential issues of education exists,our country is still at the primary stage of socialism,the system of the new mechanism itself is defective,and so on.The rural compulsory education funds guarantee mechanism's problems of Jinan City can be listed as follows:the city total funds invested for rural compulsory education are still insufficient,funds safeguard level is still low,implicit difference is oberviously existed between urban and rural and between different counties,supervision and management mechanism is still imperfect,information is unsymmetrical,incentive mechanism is also built imperfectly,education resources are used Inefficiently,etc.The funds guarantee mechanism lacking of motivation for a long term is not just because of the absence of policy support,also because there is a logical inner contradiction in the mechanism itself.Aiming at these problems,based on the mechanism's internal logic structure(information asymmetry and incentive),on the one hand this study put forward to introducing incentive mechanism that can minimize the negative impact of asymmetric information,bring supervision and examination into the legalization process,improve the measures of using education efficiently.On the other hand,from the perspective of policy making this study suggest to increase the total invested funds,raise center gravity of the funds safeguard,make a comprehensive plan as a whole for the teachers' salaries,improve the level of guarantee,both uniformize and diversify government total financial investment based on regional diffrences,augment appropriation expenditure of the preferential funds.These two aspects of the proposal as referred to above become a resulant force,under the effect of the resultant force,the problems of the rural compulsory education funds safeguard mechanism of Jinan City caused by deficient external support and internal motivation will be solved certainly.
