Since the policy of open and reform in China, its social transforming and development have made great well-known achievements in the fields of economy, policy, ideology, culture etc.; while there are still many problems, among which poor investment for rural compulsory education has been a severe one, directly affecting healthy development of rural basic education in China. The main problems include: insufficient investment, unreasonable tax structure, uneven educational resource distribution; imperfect transfer remittance policy; ineffective educational investment etc. The key solution to the problems is to establish a scientific, normative, and reasonable policy for compulsory education investment. The thesis intends to probe into main problems existing in rural compulsory education after Tax-fee reform, using foreign experience of compulsory education development for reference, and put forward suggestions from administration, market and system approaches for a favorable rural compulsory education investment system in order to ensure its healthy development.
