Research On The Infrastructure Construction Of Ningyang County

Infrastructure construction,which includes transportation,communication,water supply,education,sanitation,environment,etc.,is the basis of the development of various national economic causes and the guarantee for the development of production and the improvement of people's living quality.In modern society,with the constant growth of China's national economy and the continuous improvement of people's productivity and living standard,higher and higher requirements are put forward for the infrastructure.Since the reform and opening-up policy,urban infrastructure has been developed rapidly,the construction level of infrastructure has been improved greatly,and the urban carrying capacity has also been strengthened constantly.The infrastructure in China's small towns,especially the backward development of rural infrastructure,has become an increasing crucial problem that restricts the sustainable,harmonious and stable development of the society.Since the 1990s,the issues of agriculture,farmers and rural areas have become more and more serious.In order to eliminate the urban-rural dual structure,the Chinese Government has proposed effective measures based on these issues and more attention has been paid to the investment in and construction of rural infrastructure.Establishing a set of effective system for the construction,operation and management of infrastructure has become an urgent task to accelerate the construction process of our new rural.Local governments plays a leading role in the infrastructure construction in counties,and a large amount of money needs to be put by local governments in the improvement of urban and rural infrastructure due to the rapid urbanization.Nevertheless,the local financial fund is far from being enough.For a long time,the financing pattern that the local governments take bank loan as the main capital source has shown great limitations.Substantial local government debts are brought by such unsustainable infrastructure financing methods that significantly increases the risk of debts.By employing the theories related to infrastructure construction as well as investment and financing,this paper deeply studies the infrastructure construction(including urban traffic,city construction,education,health care,social welfare,environmental protection,etc.)and investment situation in Ningyang County based on its social and economic development state.At the same time,an classified study is also made on rural production and living infrastructure.The rural production infrastructure includes the production capacity,water conservancy and information technology,while the rural living infrastructure contains the traffic,education,health care,community construction,rural environment,cultural life and drinking water.Furthermore,in combination with relevant examples,the current investment and financing situation in Ningyang County's infrastructure construction is analyzed from the perspectives of infrastructure construction scale,agricultural modernization level,financial expenditure as well as private capital utilization.As a result,three problems are found in current infrastructure construction as well as investment and financing in Ningyang County,including the lack of forward-looking property in planning and construction,inadequate facilties construction in rural areas and the existence of defects in financial support function.Finally,following advices are proposed based on the natural,cultural and social economic characteristics in Ningyang County's urban and rural areas:planning should be made according to local conditions,construction standards should be established based on the features of different regions and scientific allocation should be made reasonably to build a multilevel,high-standard and forward-looking construction system;the structure of financial expenditure should be adjusted,the financing channels should be widened and the fund supervision should be enhanced;a comprehensive operation management system that has diversified investors,various financing methods and clear responsibilities should be established;the improvement of rural infrastructure planning and construction should be accelerated,the characterized and large-scale development of agriculture should be promoted,and the equalization of rural and urban public service should be promoted.It is hoped that some constructive suggestions can be provided by this paper for the infrastructure construction as well as investment and financing in Ningyang County to improve its reasonable planning,high-efficiency financing and sustainable construction of infrastructure.
