Research On Rural Infrastructure Investment And Financing Evaluation Of Heilongjiang Province

With the rapid development of national economy, Heilongjiang Province has increased the investment in rural infrastructure construction so that there has been a great improvement in rural infrastructure construction and public service since the year of2006. However, there exist some problems that are not in accordance with the economic development. The new type of rural construction has been seriously restricted by some problems that include the bad rural infrastructure investment and financing environment, low capital utility, unsatisfying government’s work, people’s poor financing awareness and so on. Therefore, it has a dual theoretical and practical significance to study investment and financing effects on rural infrastructure construction in Heilongjiang Province and find out the factors that affect the investment and financing so as to promote the rural economic development, narrow the gap between urban and rural areas and build the new countryside.Rural infrastructure investment and financing can be impacted by many factors, many of which are unable to be observed in a direct way in the context of global economization. As a result, this paper firstly analyzes current situation of rural infrastructure in Heilongjiang Province, find out the problems and the causes to support variables research in theory. Then according to the causes that lead to the problems, build the variable to evaluate rural infrastructure investment and financing and set investment and financing effect model. Finally, make some strategies and proposals on how to optimize the rural infrastructure investment and financing in Heilongjiang Province.This paper has four parts. The first part is the introduction that defines this paper’s research perspectives, contents and approaches based on domestic and foreign researches on infrastructure. The second part is concepts where concepts, features and classifications of the infrastructure and rural infrastructure have been defined as well as the rural infrastructure investment and financing combined with domestic and foreign researches. Meanwhile throw light upon rural infrastructure investment and financing from the aspects of both public goods theory and natural monopoly theory. The third part includes3rd to6th chapters. At first analyze current situation of rural infrastructure in Heilongjiang Province based on natural and social conditions, find its problems and reasons that cause problems. Then design concept model structure based on five variable dimensions that are natural factors, people’s awareness, capital allocation efficiency, investment and financing environment and government’s work. Moreover, put specific variables into the questionnaire for sending and receiving, and examine each variable’s credibility. Use AMOS17.0software to calculate SEM theoretical model. After modified, all the theoretical assumptions have been verified. The five variable dimensions have different influences that are in a descending order that is people’s awareness, government’s work, natural factors, investment and financing environment and capital allocation efficiency. Furthermore, evaluation of the rural infrastructure investment and financing’s effect in Heilongjiang Province, found that the investment and financing effect is slightly above the middle level. Finally, make some suggestions on improving rural infrastructure financing’s effect in Heilongjiang Province based on several aspects that include optimized investment and financing environment, reasonable rural infrastructure capital operation mode, government’s enhancement on rural infrastructure financing and farmers’ promotional role in the infrastructure construction.
