Research Status Of Rural Social Assistance Issues

Urban and rural social endowment insurance is related to the residents' sense of security,in the extent of the aging of the population is becoming increasingly serious,and the function of family pension mode gradually weakened,the concept of retirement and pension function encountered unprecedented impact,do not adapt the existing security system for the aged and increasingly growing pension demand background,unified urban and rural social endowment insurance establish and improve for the promotion of socialist modernization construction,build harmonious society has important significance.To this end,the country has carried on the beneficial practice,and has produced the good social economy effect,but also has many problems in the development,therefore,it is necessary to further research.This article uses the field investigation and the questionnaire survey method to carry on the investigation and analysis of the development situation of the urban and rural residents in Zhangqiu City,Shandong province.The analysis shows that Zhangqiu city has the economic conditions and social conditions for the establishment of social endowment insurance for urban and rural residents.Zhangqiu City of urban and rural social endowment insurance has experienced "farmer",three stages of development of the new agricultural insurance and urban and rural social endowment insurance.Zhangqiu City urban and rural social endowment insurance fund raising is mainly composed of individual contributions,collective benefits and government subsidies is composed of three parts,the mechanism of organization and management,fund management mechanism,treatment distribution mechanism is scientific and reasonable,operation results are recognized by the majority of residents.Despite the Zhangqiu City urban and rural social endowment insurance,with remarkable results,but in the survey to understand,Zhangqiu City of urban and rural social endowment insurance in the implementation process also has low standard of financing,it is difficult to meet the basic living needs;financing structure is not reasonable;supervision and management and executive does not reach the designated position;policy single form of publicity,propaganda effect is poor;funds to preserve and increase the value,such as the lack of.On the basis of Zhangqiu City rural residents social endowment insurance practice,aiming at the operation of urban and rural social pension insurance system in Zhangqiu City,put forward the need to improve the legal system for endowment insurance implementation to lay the solid foundation system in rural areas;the integration of existing rural old-age security resources.To build the perfect endowment insurance system;improve the incentive mechanism,realize the dynamic adjustment of the basic pension and payment,to enhance the attractiveness of system;enhance the personal account security function,guiding farmers to choose to pay grade and adapt themselves;standardize and guide the farmers "multi pillar pension system construction;the policy of endowment insurance and agriculture industry convergence the realization of interactive development;and guide social forces to participate in the promotion,the grass root service ability;" two wheel drive "To promote the rural old-age service system and improve the development of non profit organizations,to provide services for the elderly to provide diversified services and other measures to be further improved.
