Research On Improving The Social Endowment Insurance System For Urban And Rural Presidents In Tai’an

With the society and economy developing continuously, economic structures changing and people’s social security consciousness enhancing, the social security system of dual segmentation has already not met the needs of development of society and economy increasingly. So the demands for eliminating the urban-rural dual segmentation of residents’ pension insurance system and achieving the establishment of the urban-rural integrated pension insurance system are growing stronger day by day. Achieving the urban-rural integration goal has become an important national policy. As a result, the urban-rural integrated pension insurance system has become a hot issue for the theoretical workers. Establishing the urban-rural integrated residents’ pension insurance system has important significance on alleviating the serious challenge of the aging population, eliminating the dual structure, achieving modernization and constructing the harmonious society.This thesis uses the method of combining the specificity and the universality to analyze the urban-rural residents’ pension insurance system of Taian City, sums up the universality based on the characteristic analysis of the implementation of the urban-rural integration of Taian City and has put forward experiences advantageous to be promoted nationally. The main conclusions of this thesis are as follows:(1) The urban-rural integrated residents’ pension insurance system is a social pension insurance system which improves the balance between urban and rural development, eliminates the urban-rural dual segmentation, puts both urban residents and farmers into a unified social pension insurance system and makes aged urban and rural residents get basic livelihood guarantee. Implementing the urban-rural integrated residents’ pension insurance system is beneficial for alleviating the serious challenge of the aging population, eliminating the dual structure, achieving modernization and constructing the harmonious society, thus it is very necessary. In recent years, the rapid development of Chinese society and economy and policies of urban-rural integration which have been published by national and local governments also stated that the urban-rural integrated residents’ pension insurance system had got economic,social and policy bases, thus it is feasible.(2) By analyzing the operating mechanism of the urban-rural integrated residents’ pension insurance of Taian City including funding mechanisms, fund operating mechanism, pension payment mechanism and management mechanism, this thesis has stated that the system can operate overall normally and produces good social effects.(3) The construction of the urban-rural integrated residents’ pension insurance of Taian City has achieved certain results, but there are also problems such as the lack of normalization, the lower security level and the software and hardware construction lag of basic unit management affecting work efficiency. The causes of these problems are various, but they can be summed up in reasons like the low level of economic development, the lack of government support and the low cultural quality of the insured residents.(4) Optimizing the urban-rural integrated residents’ pension insurance system of Taian City should follow the basic principles including principle of equity, the principle of adapting to social development, the principle of combining universality and selectivity and the government-led and social involving principle.(5) According to the actual situation of Taian City, achieving the optimization of the urban-rural integrated residents’ pension insurance system of Taian City needs basic measures as follows: raise the funding and security level; eliminate the restriction of residents’ identity and establish national unified social security numbers of the pension insurance; reform the fund management mode, improve the ability of preserving and increasing the pension fund value; attach great importance to management and supervision, improve the service level of agencies and raise effectiveness. Supporting measures of legislation, economy, society and the connection of other social security system should also be implemented.
