Research Of The Relation Between Employment Of Migirant Workers And Adjustment Of Industrial Structure

With the advance of industrialization,the problem of employment of migrant workers appears.In the process of transformation of the mode of economic development and industrial structure adjustment,migrant workers can provide human resources for the adjustment of industrial structure,the industrial structure can help to promote the employment of migrant workers.Shandong is one of the largest population province in China,employment problem is the problem of the government of Shandong Province,to achieve the harmonious development of industrial structure and employment structure,this paper takes Shandong Province as an example,based on the perspective of industrial structure adjustment,studying its impact on the employment of migrant workers,which has practical significance.The paper researches the coordinated relations of the above two,and this has practical significance.Through a systematic review of the theories of farmers ' employment structure and industrial structure,the paper analyses the current situation of employment and industrial structure of migrant and probes into the related lagging factors.After that,their relationship are researched by various methods,such as Unit Root Test,Granger Causality Test,JJ-analysis and simple linear regression.Then,the paper analyses the degree of harmony of migrant workers 'development structure and industrial structure,according to the deviation of industrial structure and comparative labor productivity.Combining with the above empirical research and quantitative research,conclusions are given as followed.(1)The development of industrial structure and employment structure in Shandong province is consistent on the whole,while there is still a gap and their internal structure still need further adjustment.(2)The increase of the second and the third industriy and employment of migrant workers of major industries will promote the total amount of migrant workers employment,and it means that the present labor market still needs a large number of migrant workers in Shandong Province.As for the influence a single industry' s employment on industrial migrant workers ' employment,manufacture industry has the most strong ability of obtaining employment,and the employment data illustrates that manufacture will become one of the most attractive industry for migrant workers.By contrast,the absorptive capacity of employment is relatively weak,and its potential can be stimulated in the process of adjustment of industrial structure.(3)The relation between industrial structure and employment structure of migrant workers is out of balance,so the coordination needs to be further improved.The proportion of surplus labor in the first industry is still very high,and agricultural production efficiency is not high.The deviation of the second industry dropped rapidly during 2004-2006,and then it is stable and gradually reach 0,contributing to a greater ability to absorb rural surplus labor.The deviation basically of the industrial structure is relatively low and thus easy to control,but its comparative labor productivity is lower than second industry.From the research and analysis,we can predict that,as time goes on,labor productivity gap is gradually narrowing among first,second and third industry.Finally,according to the above conclusions,countermeasures and suggestions are put forward from three aspects.First of all,to improve the industrial structure adjustment and the understanding of the employment of migrant workers,the development of the overall policy.The perspectives of industrial structure adjustment:(1)We should innovate the development of the first industry,accelerate the transfer of rural surplus labor force;(2)Take a new road to industrialization,enhance the level of industrialization;(3)Optimizing and adjusting the internal structure of the third industry,cultivating the local third industry.The perspectives of migrant workers' employment:(1)Strengthen vocational skills training,reform the training mechanism of migrant workers,improve the overall quality of migrant workers;(2)Strengthen the supervision of enterprises,standardize enterprise emp loyment system,and create a good employment environment for migrant workers,protect the legitimate rights and interests of migrant workers will be not illegal;(3)Actively promote institutional innovation,adjust the employment policy of migrant workers,establish and improve the social security system of migrant workers.
