With the slowdown in economic growth and the total electric power consumption growth slowing, as well as the competition introduces to the new-round electric power system reform, the existing management pattern of power supply enterprises can't satisfy the development needs. The urgent needs are gradually transforming the single denotative development to combining the denotation and connotation development, taking the developing mode of construction and lean management, and laying emphasis on the enterprise internal resources optimal allocation to increase the comprehensive benefit. Fancheng Power Supply Bureau needs to explore the corresponding management pattern in order to fit the changing of internal and external environment. Based on strategic management, the standard management, the balanced scorecard and KPI assessment, etc, the article first finds existing management problems of Fancheng Power Supply Bureau and seek the deep cause of the problem through theoretical research and interviewing. Second, by researching the domestic and foreign advanced enterprise strategic management practice, the article explores the actual management control mode. Finally, through the comprehensive theory research, current situation analysis and case comparison, I put forward and build the strategic closed-loop management system of Fancheng Power Supply Bureau; the system includes five modules such as strategic planning system, the comprehensive plan system, annual plan system, the management reporting system. In the system construction, by reference to the intuitive management-control model of the balanced scorecard like strategic map, action planning table, performance contract card and so on, the study designs a set of management tools for Fancheng Power Supply Bureau including strategic road map, strategic indicator tree, key planning table, performance contract card, etc.The study has two contributions: firstly, previous studies less focused on the strategy control mode and strategy implement path of natural monopoly enterprises, the paper focused on strategic management control mode of Fancheng Power Supply Bureau by exploring a control mode and strategy implementation path of natural monopoly enterprises, and enriched the study of strategic closed-loop management. Next, by systematically carrying out closed-loop management control through building key strategic indicator system and focal planning system, applying monitoring and appraisal system ect,. the study explored the synergy mechanism between strategic management and operations management, and lateral coordination mechanisms crossing functional department.
