Detailed plans for China's third reform were made in the 18 th CPC National Congress after the reform and opening up of the past two revolutions, the top priority refers to state-owned enterprises.To reform the state-owned enterprises, big changes are needed not only in the system of organization,but also in the management system, and modern management system will be used to arm enterprises. Human resource management, which will determine the level of corporate personnel play, is one of the most important subjects. And the remuneration system management is the core of human resource management. To reform enterprises pay system that directly related to the interests of employees is the key point in the change. In this background, as an employee of a large scale state-owned enterprise-CD pipeline company, the author first introduced the company's business strategy, organizational structure, and people structure, and then reviewed the salary system reforming process of CD pipeline company, described the current remuneration system, analysed its problems, contradictions and bottlenecks encountered in the development. Finally, the author optimized the current compensation system further with more popular modern compensation design, and attempted to introduce advanced concepts of compensation philosophy such as the pay matching the corporate strategy, job evaluation, broadband pay, and staff development etc.. The author focused on solving issues such as the dis-match of salary strategy and business strategy, the fuzzy staff pay standards, narrow remuneration bandwidth, and staff development deletion to optimize the pay system to mobilize the enthusiasm of staff, enhance the competitiveness of enterprises, retain qualified personnel and maintain the vigor and vitality of the enterprise.
