The Research On The Layout Optimization Of Hangzhou City’s Financial Cluster Zone

In recent years, in order to better meet the needs of regional economic development, many cities in China have proposed their strategic visions regarding the city’s financial development. During the period of the Twelfth Five-Year Plan, Hangzhou proposed that it will committed itself to the construction of a financial service center with outstanding and comprehensive capacities in the south of Yangtze River Delta. In order to achieve the above-mentioned goals of the financial development, a roadmap of the development of financial industry, which includes “One core, Two Belts, Three Circles and Multiple Spots”, was proposed in the Hangzhou’s Guideline on financial service development in the Twelfth Five-Year Plan in October of 2011. After several years of development, the core are of financial industry has been set up, while the development of other financial cluster zone also chieved some success. However, there are some issues needed to be addressed: The current Guideline failed to fully consider the expansion of the core area, chaotic competition occurred consequently; The cluster zone of financial industry is too dispersive, the support for financial industry from the government is limited and the allocation of resources is not perfect; The functional construction of the cluster zone is weak, especially failed to meet the needs of the most recent developments in the local economy and this demands appropriate adjustments.This paper mainly take Three Approaches: One is the literature analysis method. Through the collection and access to the relevant literature about the construction of financial cluster zones in China and abroad, to understand the causes of financial agglomeration, the evolution law and the related theory of the competitiveness of financial a cluster zones.Second, the problem-oriented method. Summarize and analyze the current situation and achievements of the construction and layout of Hangzhou financial cluster zones,pay attention to the problems of the existing problems, and to find a solution to the problem.Three is the instance method. By combining the reality of Hangzhou and learning from London, Shanghai and other well-known financial cluster zones of some advanced ideas and practices, we raise the realization of the financial cluster zone of hangzhou city layout optimization path: Expanding the scope of the financial core block; Priority to build two big financial landmark formats-- Private finance and Internet Finance; Key service entity economy development platform for the financial support.
