Study Of The Risk Assessment And Control On Coal Enterprise

In the first 10 months of 2015, profits of national scale enterprises of the coal industry decreased by 62% compared to the previous year, and the industrial loss of the coal industry reached more than 80%. The state-owned coal enterprise overall profit into a loss of 22.3 billion yuan, compared to 30 billion yuan profit of the previous year, with six provinces including Heilongjian, Jilin, Liaoning, Hebei, Shandong and Anhui in deficit in the whole industry. Meanwhile, the coal industry overcapacity increasingly obviously.With the coal market declining, and the economic benefits of heavy losses, the coal enterprise encountered huge challenges and risks associated survival and development.Therefore, risk assessment in the coal enterprise was of vital significance. Whether or not the risk assessment would properly undertake, and corresponding effective measures would do to deal with the risks, now means a lot to the coal enterprises especially under the background of the economic downturn, as far as to the cold period of the key industry, and to the national economy development and energy security. This is what the paper is to deal with.Based on the above background, combined with the characteristics of the coal industry and corresponding theories the risk assessment and risk response, from the internal and external aspects, the current risks which the coal industry faced, mainly including the external risk, security risk, human resources risk, financial risk, management risk, strategic risk, etc. were analyzed. Based on which 18 risk factors were selected, thus risk evaluation index system of coal industry was built up. With the help of a questionnaire to obtain data,and of the Analytic Network Process(ANP) to construct a network risk assessment model,risk assessment of the coal industry enterprises can be done. Then an enterprise named KL was chosen as a case, and risk assessment was undertaken. Result shown that the selected enterprise currently encountered a general degree of risk. Finally, suggestions were put forwards to handle with the risks, including strengthening the consciousness of risk, paying close attention to the macro economic situation, strengthening financial risk management,developing human resources planning, etc.
