Since the concept of “Competency” was McClelland proposed in the 1970 s, it has being a hotspot of research and practice in human resource development and management. Today there has accumulated abundant findings on managers' competencies. However, most of the researches focus on the top or middle managers, and pay little attention to the competency the first-line managers. A few amounts of researches on first-line managers' competency just fall into R&D, finance or other functional perspective, lacking of inspecting general competency. Generally, first-line manager are the bridge of managers and employees. Distinguishing the competencies and the standards for first-line manager scientifically and objectively, and designing and implementing the training system which based on the competency-model, has significant values for the competency studies.The paper focused on the supervisors in H company, using interviews, questionnaire, factor analysis and other methods, identified four categories competency elements: communication and influencing skills; team management and building capacities, which contains four secondary indicators: training and guiding subordinates, conflict management, authorization and decentralization, teamwork and cooperation; achievement motivation; planning and execution, which contains two secondary indicators: the ability to plan and the execution. On this basis, the paper distinguished different performance standards for the eight competencies, and designed the training system for the supervisors of H Company.
