Research On Industrial Poverty Alleviation In Henan Province

2016 is the beginning of "The thirteenth five-year development planning".Facing the huge base about five million poor people in Henan Province,It’s a serious problem to ensure them all take off deficient to become rich by 2020,and make sure that poverty is eliminated in most parts of the poor areas.Improve people’s livelihood and achieve common prosperity gradually can reflect the superiority of socialism.Industry poverty-relief is the key link in the "five batch" project.Numerous history and facts can prove that,through scale management and the operation of the market to change the backward economic development structure effectively,promote the employment of poor people,and change the type of poverty alleviation from "relief" to "development",is the way to promote the economic development of the poor areas and eliminate the poverty from the root.But on the current situation of poverty alleviation projects in many poor areas of Henan Province,the poverty alleviation industry has the characteristics of complex construction,long cycle and slow effect.From the perspective of the development of the region,there are funds,technology,ideas,ways of development and other factors restricting the driving role of industrial projects.Analysis the difficulties and problems in the process of industrial poverty alleviation in Henan Province systematically,can avoid troubles in this process effectively,to make the government’s poverty alleviation policy and original intention of development to implement.Firstly,this paper reviews the relevant research of industrial poverty alleviation systematically to grasp the concept and characteristics of it.In the main part of the paper,the current situation and distribution of poverty in Henan province are analyzed.Such as the Dabie Mountain Area,Funiu Mountain Area and the Yellow River floodplain are selected and analyzed because their poverty level is more serious,but the Industry poverty-relief and development is more successful.Analysis the current problems about the poverty alleviation industry of Henan Province on the whole,refer to the development experience of these typical regions,countermeasures and suggestions are put forward,in order to provide some reference for poverty alleviation workers and industrial projects in poor areas.
