The central and southern Liaoning Province is an important old industrial base in northeast of China.In order to restore the economic development of the northeast region,the government decided to implement the Northeast Revitalization in 2003 and formulated the Liaoning old industrial base revitalization plan in "twelfth five-year" period.The implementation of these policies buoyed the development of the economy and made the Central and Southern Liaoning Province the critical region.Based on the development situation from 2004 to 2013,evaluate the indicators and calculate the weights for the assessment by applying entropy method.Then established the economic system vulnerability assessment model of the central and southern Liaoning province and used SPA and obstacle degree to analyze the vulnerability from two aspects:sensitivity and response capacity.The research results show that:(1)The evolution of vulnerability can be divided into two stage,one is irregular-up stage,another is regular-up stage.The vulnerability and sensitivity are on the rise.response capacity tends to decline.The internal gap become more balance.(2)Based on the vulnerability value,ten cities can divide into three grades.The economic vulnerability of Shenyang,Dalian,Anshan are low;most cities belongs to medium-vulnerability grade;resource-based city have a higher vulnerability.(3)The medium and higher vulnerability grades have same obstacle factors,the main obstacle factor is the amount of foreign capital actually utilized.Low-vulnerability cities have different main obstacle factor.The main obstacle factor of Shenyang is the proportion of secondary industry employed persons.The main obstacle factor of Dalian is the proportion of domestic funded in gross industrial output value.The main obstacle factor of Anshan is the amount of foreign capital actually utilized.
