Under the macro-background of the profound readjustments in economic globalization and international political economic order, the development of the domestic economy is facing important changes. As a root of national scientific and technological progress, innovation is not only an important factor based on the development of industry, but also the main driving force for the continuous economic development. The degree of manufacturing industry development of China's market-oriented reforms directly affect related industries to upgrade technical innovation and technology platform, has become the driving force of a national industrial structure optimization, improving the industry's technological innovation capability has become a competitive international industry force of the core methods.This paper is based on the relevant theoretical background to determine the content and methods. Using input-oriented perspective to use CCR and BCC evaluation model based on Malmquist Index.According to the choice of index analysis and evaluation of the 27 manufacturing industries in Shaanxi Province Technological Innovation Efficiency 2001-2013 and to identify industry problems in the existing level of technological innovation.The technology innovation efficiency play a supporting and guiding role. From the empirical results, the improvement of technological innovation efficiency in the entire manufacturing industry of Shaanxi Province is not very clear, and the main factors that hinder the further improvement of technological innovation is poor technical efficiency. Terms of sector, the level of technological innovation efficiency there was a certain differentiation, high-tech, high value-added industries with high value efficiency of technological innovation generally, and low-tech and low value-added industries is relatively low efficiency of technological innovation. Finally, combining with the empirical analysis results of this article in view of different types, technology content and added value of industry technological innovation efficiency DEA method and related development countermeasures and relevant policy recommendations.
