Since the founding of New China,especially since the reform and opening up,Chinese pharmaceutical manufacturing industry has undergone sustained and rapid development.An independent and complete industrial system has been established and the modernization process of the pharmaceutical manufacturing industry has been promoted strongly,which significantly enhanced the comprehensive national strength and supported the status of China's world power.However,compared with the advanced world level,Chinese pharmaceutical manufacturing industry is big but still not strong.There is a wide gap among the aspects of independent innovation ability,resource utilization efficiency,industrial structure level,informationization degree,quality benefit and so on.Facing with a new global round opportunities and challenges of scientific and technological revolution and industrial transformation,it is imminent to accelerate the implementation of innovation-driven development strategy,promote Chinese pharmaceutical manufacturing industry transformation and upgrade,and achieve leapfrog development are.In order to provide a scientific basis for the chinese pharmaceutical manufacturing industry to achieve transformation and upgrading and leapfrog development,this research took China's 28 provinces(autonomous regions,municipalities),excluding Qinghai,Xinjiang and Tibet,as the research object,and the study period was from 2009 to 2014.Based on DEA-BCC model--SFA regression model--DEA-BCC model and Malmquist index model theory of the three-stage DEA method,the evaluation index system of the chinese pharmaceutical manufacturing industry technological innovation efficiency--three inputs,two outputs,four environment was evaluated in static and dynamic manner.By comparing the applicability of three-stage DEA method and classic DEA method to the comparative study of the technical innovation efficiency and the development pattern of technological innovation efficiency of chinese pharmaceutical manufacturing industry in 28 provinces(autonomous regions and municipalities),the countermeasures and suggestions of the innovation and development of chinese pharmaceutical manufacturing industry was put forward.Comparing the applicability of three-stage DEA based on Spearman correlation analysis with the classical DEA,the three-stage DEA method adopted in this paper could effectively filter out the interference of environment and random factors,and it was more suitable for the comparative study on efficiency of technological innovation in chinese pharmaceutical manufacturing industry.Throught the study on the efficiency of technological innovation in Chinese pharmaceutical manufacturing industry based on Malmquist index,Chinese pharmaceutical manufacturing industry,technological innovation efficiency had achieved the ultra-high-speed growth with an annual average of about 3.4 times by the continuously increasing investment of technological progress and technological innovation.Chinese pharmaceutical manufacturing industry has entered a golden age of innovation and development stage.Among them,the smooth implementation of the national "major new drug creation" technology major projects has played a huge role in promoting the industrial innovation and development.Therefore,China must seize the opportunity and momentum,and continue to increase support on the technological innovation in Chinese pharmaceutical manufacturing industry,establish the market-oriented mechanism for technological innovation,make greater use of financial subsidies,indirect investment,etc.To strengthen the support from the Pratt&Whitney policy.Speeding up the cultivation and development of Chinese pharmaceutical manufacturing industry and further promote the upgrading of industrial structure and the transformation of the mode of economic development.So as to make a new contribution to building a well-off society in an all-round way and realizing sustainable development.Through the static DEA-BCC model of Chinese pharmaceutical manufacturing industry,the efficiency of technological innovation,it shows that the backward technology management and technological innovation,unreasonable resource allocation led to the inefficient allocation on technology innovation efficiency in China's pharmaceutical manufacturing from 2009 to 2014.Through comparative analysis of the provincial variables of Chinese pharmaceutical manufacturing industry's technological innovation input and output variables,it is shown that in the province with relatively high technological innovation efficiency,the investment in technological innovation is generally blind and lacks the scientific disposition of the innovation resources.In the province with relatively low technological innovation efficiency,the quality of human and intellectual capital in technological innovation is low,and the ability of technological innovation is not good enough to meet the needs of industrial innovation and development.In the whole country,too much attention was paid in the generic drugs and the independent innovation drugs were ignored.Thus,that is,the industry generally lack of investment in independent innovation drug.Therefore,China must put technological innovation at the core of the development of pharmaceutical manufacturing industry,accelerating the implementation of innovation-driven development strategy,playing a decisive role in the allocation of resources in the market,making efforts to implement the supply side structural reform,optimizing the allocation of resources;reforming and co-ordinating the promotion of science and technology,management,brand,organization,business model innovation.And to achieve technological innovation,institutional innovation and organic unity and coordinated development,establishing incentive mechanism for scientist to join enterprises and carry out innovative work or start-up enterprises and actively introducing the"Internet+" concept,geting rid of all obstacles to ideological and technological barriers to innovation and institutional barriers.Vigorously carry out independent innovation research,enhancing the enterprise original power,increasing their own core competitiveness,and achieviong leapfrog development,struggle and strive to achieve for the smooth realization of"two hundred years".
