| This paper,based on the background of the new urbanization.we mainly study farmers' willingness of land contract right withdrawal from rural.with " Non-agriculture farmers" as the main object of study,combined with sample area research,in order to realize the current rural land intensive utilization,land contract right withdrawal of farmers and meet the demand of peasants' citizenization coordinated development.Through literature review,questionnaire survey and field interviews,the study focus on summarized and analyzed the farmers' willingness of land contract right withdrawal and the relate influence factors.It is founded that the choice of withdraw from the land contract is not enthusiastic in the context of the rural land withdrawal policy.The reason is that the compensation is too low,the urban employment is not stable,and the farmers'expectation of land value increment and so on.At the same time,when it is meet certain conditions,some farmers choose to withdraw from land contract has been strengthened.Non farm income level,withdrawal compensation,institutional factors,and the urban and rural social security system will be a significant impact on the farmer's choice.By constructing driving mechanism for the contract right of land rural withdrawal,government adopt policy encourage and guide,including incentive mechanism of land contract right to withdraw,which provides more economic incentives,policy incentives and system incentives for farmers,for those who are willing to quit and have the long-term ability to live in the town to create a better living and employment conditions.in the same time,establish compensation mechanism is also important,which ensures the farmers to withdraw from the contract get a reasonable compensation,strengthen the use of agricultural land,protect farmland,protect the national food security as well.Realizing the precision agriculture subsidies for agriculture,improve the income level of farmers.Finally,we argued that being ready to prevent risk aspects,reducing the likely contract risk,social risk and employment risks about farmers withdraw legal right effectively.All of those to safeguard the land rights and interests of farmers,and eliminate the concerns.Farmers' land right orderly withdraw will help ease the immediate problem of rural hollowing,rural land abandonment,and provide system basis and practical conditions to agricultural economy transformation.Combined with national agricultural land policy to protect the rights and interests of farmers and the current situation of rural agricultural land contract rights withdrawal,this paper argues that the research about farmers' willingness of rural agricultural land contract right withdrawal should include the following aspects:(1)Make sure the main body,who originally belonged to a member of the collective economic organizations of farmers,because of going to school,soldier recruitment or business and other reasons,has been completely get rid of the income-dependent agricultural land.(2)The realistic basis of the farmers' willingness of land contract out,that is,through the choice of sample area to research the farmers retreat wishes of field,adopt the form of questionnaire and interview,master sample region current condition and the households will.(3)The analysis of the factors affecting the willingness of farmers to retreat,combined with the sample farmers' willingness to quit under the conditions,we analyze and summarize the main factors influence the farmers' behavior decision.(4)Construction of the mechanisms for the withdrawal of the contract right of farmers,which is need to optimize the incentive mechanism to encourage qualified farmers who has will to withdraw from the contract in accordance with the law of collective land.(5)The system construction,trying to establish and improve the land contract right withdraw system,and effectively protect the interests of farmers,orderly promote the process of urbanization and rural integration. |
