As the Social Overhead Capital, infrastructure has been playing the important role in promoting regional economic growth and urbanization development. The research on the spatial spillover effects of infrastructure is not much and they didn't reach the consistent conclusion on it. In order to accurately grasp the influence of infrastructure on economic growth and urbanization correctly, this paper focuses on the spatial spillover effects of infrastructure in Shenyang Economic Zone on economic growth and urbanization. It has a certain theoretical basis and practical guiding significance for the government to establish the policies about infrastructure of Shenyang Economic Zone and regional development.In theoretical research, based on the related theory, this paper analyzes the influencing mechanism and path of infrastructure on economic growth and urbanization, and elaborates on positive and negative spatial spillover effects of infrastructure. In conclusion, which form of spillover effects will be produced depends on the result of two forces from agglomeration effects and diffusion effects. When the production elements of poor areas are mainly concentrated upon the developed areas, they lead the negative spatial spillover effects of infrastructure to the poor areas. Nevertheless, when the production elements of developed areas are mainly spread to the poor areas, they lead the positive spatial spillover effects of infrastructure to the poor areas.In empirical research, firstly, this paper uses the methods of Exploratory Spatial Data Analysis to find out that economic growth of Shenyang Economic Zone exists positive autocorrelation, and use the same way to find out urbanization of Shenyang Economic Zone exists positive spatial autocorrelation, in addition the size and reliability of the correlations are increasing year by year. Secondly, based on the spatial econometric model and the panel data of eight cities of Shenyang Economic Zone from 2001 to 2013, this paper estimates the coefficient of the model from two perspectives of considering and not considering the spatial spillover effects, and analyses the effects of the infrastructure in Shenyang Economic Zone on the economic growth and urbanization, it also verifies the spatial spillover effects of infrastructure.Finally, this paper verifies spatial spillover effects of infrastructure on every city under the perspective of considering the spatial spillover effects.This paper draws conclusions:(1)Infrastructure of a region has positive and negative spillover effects on the surrounding areas at the same time;(2)The spillover effects of infrastructure on economic growth and urbanization in Shenyang Economic Zone are positive,that's the infrastructure of adjacent regions has positive effects on local economic growth and urbanization;(3)If the spatial spillover effects are not considered, the effects of localinfrastructure on the local economic growth and urbanization will be overestimated;(4)Spatial spillovers effects of infrastructure on the cities in Shenyang Economic Zone are difference;(5)The effects of local infrastructure on local economic growth are far greater than that of adjacent regions on local economic growth, but the effects of infrastructure in adjacent regions on local urbanization are greater than the effects of local infrastructure on local economic urbanization in some cities. For the above conclusions, this paper puts forward some suggestions on the construction of infrastructure in Shenyang Economic Zone and regional development.
