The Efficiency Of Financial Expenditure For Agricultural In Wenzhou

If China wants to be strong,agriculture must be strong.If China wants to be rich,farmers must be rich.Social development is inseparable from agriculture.But the policies to pursue industrial growth make agricultural funding gap becoming more and more apparent.Since 2004,the first policy document of the central government has focused on agriculture,rural areas and farmers for twelve times.It is of important meaning to studying how to increase financial revenue,strengthen the basic position of agriculture,accelerate the income increasing of farmer,make agriculture stronger,farmers richer and countryside more beautiful,while economic growth slow.Therefore,to study the performance of financial support to agriculture in Wenzhou and the way of optimizing it is a priority.This study is based on the perspective of economy,at Wenzhou city as a case,financial support agriculture from the scale and geographical distribution of administrative divisions between Wenzhou financial support agriculture,and using DEA model analysis methods to analyze the performance of Wenzhou financial support agriculture level.On this basis,by way of field investigation and interview with key information people summarize the problems existing in the Wenzhou financial support agriculture,and targeted puts forward some countermeasures to improve the performance of Wenzhou financial support agriculture.The main contents and conclusions follow:(1)The paper analyzes the scale of Wenzhou financial agricultural support by descriptive statistical method.And it analyzes the status of Wenzhou financial agricultural support by absolute scale and relative scale.According to the analyzing the structure of financial agricultural support,it finds out that the proportion of government cost to Wenzhou financial agricultural support has a high rank.(2)Through the analysis of regional between,from 2002-2014,Ruian financial support agriculture the highest proportion of Wenzhou regional financial support agriculture,lucheng,Longwan,Ouhai district proportion of three area is smaller.Finance support agriculture from per capita agricultural population analysis,found Taishun support agriculture the highest per capita.On the whole the region's per capita amount has increased financial support agriculture,advance among regional growth change is relatively stable,but starting in 2010,the regional financial support agriculture per capita increased dramatically,the largest rise in Taishun.(3)By using DEA model to measure efficiency of Wenzhou financial support in agriculture level.2002-2014 there is a downturn in the Wenzhou administrative region of the comprehensive efficiency,that shows the funds for supporting agriculture underutilized,reduce the efficiency of financial support in agriculture.Generally pure technical efficiency have a high level compared with the scale efficiency,so to improve efficiency needs to start from the angle of scale.(4)Wenzhou finance support agriculture exist the problems such as excessive scale,bull management,execution cost is high,lack of supervision and follow-up evaluation.Puts forward the appropriate to reduce the scale of agricultural financial subsidies,improve the operating system and strengthen supervision and follow-up management urge etc.Countermeasures and Suggestions.
