Since ancient times,poverty has both at home and abroad.In different countries and times,the understanding of poverty is different.From the initial lack of material to low-income,people are trying to define and measure the poverty,without specifying the underlying cause of poverty.Amartya Sen,the honor of Nobel economics,who provides our more profound understanding about poverty.He believed that poverty is a practical ability of deprivation.On the basis of broader information,he put forward this theory from the new theoretical perspective,for the scientific understanding of the essence of today’s poverty problems,solve the problem of poverty and anti-poverty policies.This article is built around sen’s theory of practical ability.On the basis of summarize to the poverty,we fully illustrates the concept of the functional activity and practical ability,thus to guide our country’s current rural poverty problem.Based on the practical ability of the five dimensions,we analyze the present situation of our country’s rural poor.Among many cause of insufficient practical ability,we think that fiscal support is essential and fundamental reason enough.Then we find the existing defects from the view of fiscal support.Finally,we show the fiscal anti-poverty mode selection and policy recommendations based on the practical ability to improve.
