Land,the source of all things,the foundation of human survival.In today’s economic globalization,human science and technology created many miracles,way of life has changed dramatically,but no matter how society progress,how to innovate,stepped on the foot of this land has always been the foundation of human existence.Land as a kind of natural resources,exists in the earth,has the characteristics of non-renewable,its existence is the gift of nature,human diet daily life have to rely on it to complete,but land resources are not inexhaustible,inexhaustible,its non-renewable,can not be replaced,and shall not transfer characteristics make humans must reasonable use of every inch of the land.So as early as the mid-nineteenth century,the western developed capitalist countries began to control the land resources,land use control system at the time the first emerged.Land use control system,this system has become the world’s recognized approach,the land use control system called "land planning permit system",France and South Korea are to use the "construction development permits" the name,the United States and Japan,also called"land use zoning control system" no matter what the name of each country is different,its content is pretty much the same.First set of land use planning,according to the different use of planning division,then for different land use zone separately according to land use controls.In our country this is a country people much less,per capita land is at the bottom of the world,in recent years,the country’s rapid economic development,the city scale expands unceasingly,the increasingly prominent contradiction between human and land,the original classification limit for examination and approval system has dramatically reduce the number of cultivated land in our country,a lot of serious destruction of land resources,thus implementing land use control system is very necessary.In 1998,the National People’s Congress standing committee revised the "land administration law,the clear written in general:the state shall practise a system of land use control.The implementation of the system,abolish the before the grading limit for examination and approval system in our country,and will be divided into farmland,construction land and unused land in three types,the important position of general land use planning is determined.At the appointed time,land use control system in our country began to implement.As mentioned above,the land use control system in China time is relatively late start,there are more problems and therefore the system itself.First,it is planned economy as the background of planning,with the current market economy system;Second,establishment of overall land use planning method is too backward,lack of scientific nature and flexibility;Third,the lack of corresponding laws and regulations as institutional guarantee of its implementation;Fourth,the one-sided emphasis on the protection of arable land a single goal,cultivated populations,lack of ecological land use controls;Fifth,the lack of supervision and guarantee mechanism.Therefore,our country land use control system still exist many problems to be solved,therefore,we can draw lessons from the successful experience of western developed capitalist countries (regions).Then through the United States,Japan and Taiwan area in our country land use control system,can draw lessons from the successful experience.First,the fundamental basis for its implementation of the land use planning;Second,to the land use control system the perfect legal protection;Third,we should put special emphasis on protection of farmland;Fourth,we must strictly control the scale of urban development.Finally,we can from the following several aspects to perfect the system of land use control in our country.First,improve the system of land use control legislation content;Second,give full play to the role of the market allocation mechanism;Third,raise the scientific nature of the land use planning;Fourth,strengthen the supervision and guarantee mechanism;Fifth,pay attention to the protection of farmland and the ecological land use controls.
