Research On The Situation And Countermeasure For The Chinese Housing Accumulation Fund System

In order to promote the process of housing reform in China,Chinese government reference the advanced experience of the Central Provident Fund of Singapore,and established a Housing Provident Fund of our own for the first time in the year of 1991 Ever since the establishment of the Housing Provident Fund,it made a great contribution to provide much support to the citizens to solve the housing problems of residents.However,as time went by,lots of defects and vulnerabilities appear,and more and more problems expose as the housing provident fund was used in the practice.These seriously affected the people’s faith in the system itself.The article studied the developing history and the development nowadays of the Housing Provident Fund.The writer gets a comprehensive knowledge of the system and then find out the defects in deposit,loan,investment and extract of the system.After that,the writer studies the defects above,and put forward some solutions and reform countermeasures to solve its problems.We correct and perfect the defects by the following ways: positioning the Housing Provident Fund,redesigning the deposit mechanism,building the mechanism of rights and responsibility,the simplifying the Business procedures and clearing the Property ownership.The study is based on the changes of the time background,and check the Housing Provident Fund through a dialectical vision.The study and analysis conform the characteristics of the society and is of great value for us to reference.
