With the overall planning by urban planning authority, it is possible to properly organize the design of municipal public works in space. However, the disordered planning in respect of time leads to repeated construction in the same urban public space, which eventually causes immense resource waste and environmental pollution. Currently, most municipal public works are designed by state-owned or private design institutes. Generally, investors and design bodies still continue adopting the conventional design management pattern formed over long time in the past, which however is not able to meet the actual needs of in the construction of new urban areas. In order to properly plan and integrate the design of a cluster of municipal public projects in time, a new design management pattern is urgently needed to be established and applied.This paper is dedicated to the research on applying project cluster management theory to design management of project cluster in public works. First of all, it introduces some notions and theories related to project cluster management, such as definition of cluster scope, job breakdown, HR planning, team management and communication management, etc. Then, an analysis is made with regard to the building of the management pattern for the design of a project cluster, including the analysis on organization structure, renovation of structure forms, mechanism to enhance trust between teams, mechanism to cope with conflicts, classification and management of design interfaces, etc., which can help implement the theory in the design management of municipal public works. At the end, implementation of the management theory in the practical design management of municipal public works in A development zone is illustrated to prove its applicability and to provide a reference for the design management of similar projects in future.
