As the rapid development of the air transport industry increases the current airport traffic flow, domestic airports have started their renovation and expansion which include rebuilding or expanding the airport apron, runway and taxiways, etc.. And the airport safety management under non-stop flight construction has become one of the regular airport security management projects. The situation of non-stop flight construction is very frequent during the safety risk management of airport, which has high requirements on safety and show great impact on airport safety.Currently, scholars have done much research on the connotation, characteristics, organizational management and construction techniques of non-stop flight construction in airport, while research on safety risks of airport under non-stop flight construction are rare. with non-stop flight construction regarded as the specific situation, this study establishes appropriate safety risk management and control system of airport after analyzing the airport safety risk source and evaluation system under the situation, which has important theoretical and practical significance.This thesis consists of six chapters, the following main contents are included:The first chapter is an introduction. It introduces the main purpose and research significance of this study. Relevant research status at home and abroad are reviewed and the content and methods of the research are determined.The second chapter introduces the connotation and characteristics of non-stop flight construction and identifies the safety risk of the airports under non-stop flight construction. The framework of safety risk management and control systems under non-stop flight construction are established based on the objectives and principles of security risk management and control systems. And processes of safety risk management and control of airport are given out.The third chapter identifies the safety risk of the airports under non-stop flight construction. Literature review, field research interviews and questionnaire survey are applied to build the airport safety risk model under non-stop flight construction and assumes the dominant factors. Through reliability and validity analysis, principal component analysis and factor analysis of the data, the four dominant factors including the personnel, equipment, environment and management are extracted. The structural equation model are used for confirmatory factor analysis lastly.The forth chapter builds the safety risk assessment index system of the airport under non-stop flight construction by preliminary questionnaire. The Delphi method is used for screening risk assessment indicators. The airport safety risk under non-stop flight construction is evaluated by the application of Bayesian network model.The fifth chapter proposes the management and control measures for the four security risk factors, which is based on the framework of safety risk management and control systems under non-stop flight construction. Then four implementation points of safety risk management and control systems under non-stop construction flight are worked out and appropriate guarantee mechanism is built.The sixth chapter summarizes the conclusions of this thesis, refines the innovation points of research. The limitations of this thesis are pointed out and the later research is prospected.
