In recent years,with the rapid development of China's social economy,the national income has increased significantly,and travel demand has continued to increase.As a result,China's civil aviation industry has entered a fast-track development lane.However,it also faces some difficulties.Due to the rapid expansion of civil aviation business,this has led to the saturation of domestic large-scale airport security capabilities and serious airspace congestion,as well as the frequent flight delays.The problems caused by flight delays have increasingly become a focus issue for the public.This is similar to the situation in the United States and other Western developed countries in the 1970 s when development was hindered by the relaxation of air traffic control.Due to the impact of flight delay,passenger traffic on short-distance routes that has a competitive relationship with some high-speed rails has declined sharply,and the reduction in market share of air travel has led airlines to reduce their transportation capacity,which will inevitably affect the airport's passenger throughput and aircraft movements.Recently,the Civil Aviation Administration has increased the construction and application of the Airport Collaborative Decision Making(A-CDM)in many regions,and the efficiency of aircraft operations on the ground is the core for the operation of the A-CDM system.The flight operation management system proposed in this paper is based on the theory of process management.On the basis of elaborating and analyzing the characteristics of Shenzhen Airport flight operation management,a key time node planning based on collaborative decision is put forward.Besides,this paper designs the full-process supervision model for realizing flight operation guarantee base on data collection,system establishment,system function and logic.At the same time,key technical points are elaborated.The construction of the flight operation management system studied in this paper is based on the airport ground operation support process,and the integrated management system of construction process,resources,access,and assessment,so as to better support the efficient operation of the airport A-CDM system and improve the normal flight rate.The innovation of this paper is mainly reflected in the operating time of the flight ground support process.Under the guidance of the industry normative standards,the key node planning scheme suitable for the airport's own operating characteristics can be further elaborated to greatly shorten the ground support time.Due to the large number of peak hour flights at large airports,the shortening of ground support time can greatly ease the pressure and security risks of airport ground support during peak hours,which is of significance for improving the normal flight rate of domestic large airports.
