At present, there are some problems in the emergency relief in our country, such as:thedistribution of emergency supplies is unreasonable;type and quantity of emergency supplies does not meet the actual needs of the victims; the cost of emergency supplies distribution is high;the quality of a small number of emergency supplies is poor;the efficiency of emergency supplies distribution is low.These problems will affect the overall effect of the emergency relief and make people to question the government's ability of emergency rescue.We can find the reasons leading to these problems are the participation main body and disaster information in the process of emergency suppliesdistribution failes to achieve effective synergy, leading to emergency supplies can't optimize configuration.To optimize the emergency supplies configuration and making the participation main body and disaster information realizing effective synergy, this paper establishes the efficiency evaluation system of emergency supplies collaborative distribution and establishes the model basing on DEA(data envelopment analysis)and FCE(fuzzy comprehensive evaluation)to evaluate the distribution efficiency of emergency supplies. The work of this paper mainly reflects in the following three aspects:On the basis of confirming the concept, characteristics and target of synergy distribution,then combining with the actual situation,this paper designs the process of emergency supplies collaborative distribution and summarizes the main content of emergency supplies collaborative distribution, including main bodysynergy,information synergy and process synergy,laiding a foundation for building efficiency evaluation index system of synergy distribution.According to the characteristics of the emergency supplies collaborative distribution,this paper determines the selection principle of evaluation index. In order to build a scientific evaluation index system,this paper uses the Delphi method to analyze the important degree of influence factors of emergency supplies collaborative efficiency,eliminates the influence factors that important degree are low and establishes influencing factors set. Then this paper analyses the input-output relationship of influencing factors and sets up efficiency evaluation system of emergency supplies collaborative distribution.Based on the characteristics of index property and the advantages of DEA which can analyze the condition of resource configuration, this paper uses DEA and FCE to evaluate the synergy distribution efficiency of L city. First of all,evaluating the relative efficiency of decision making units.Secondly,fuzzifying the relative efficiency of decision making units and usingAHP(analytic hierarchy process)to determine the weight.At last,obtaining the final comprehensive evaluation level by caiculating. Then the paper uses Deap2.1 software to analyze the output of decision making units and identifies the shortcomings of optimal resource allocation in the process of emergency supplies collaborative distribution and puts forward suggestions to improve these weaknesses so as to improve the efficiency of emergency supplies collaborative distribution of L city ? realize the goal of emergency supplies collaborative distribution and improve the overall efficiency of emergency rescue.
