The Case Research Of Shenzhen Futian Bonded Area’s Development

Exploration of the Free Trade Area of China is started from bonded zone as a starting point, in the90’s of20th century, China began to gradually establish a series of special economic region similarly but slightly different, this kind of area collectively known as the special customs supervision area, Futian Bonded Area is one of the first one of them, and has a very unique geographical advantages. Today, China customs special supervision has appeared six types, but still maintains the rudiment of the bonded area. The article is basic in many scholars research, using literature research, comprehensive analysis, comparative analysis and empirical research method, indicated Futian Bonded Area as the typical areas in China special customs supervision. Then point out the key of the development status of Futian Bonded Area:the development history of field investigation and summary analysis, put forward the uncertain of function location, lag of legal basis, inefficient management system is currently restricting the development of Bonded Area. Then through the comparison of the existing regional supervision mode, legal status, regional management, customs supervision status and carried on the analysis, try to put forward from positioning the direction of development and improving the legal construction, improve the management system, constructing the information platform in four aspects Futian Free Trade Zone, put forward countermeasures and suggestions for the development of, and can be used as case extended to the national customs special supervision areas.In this paper, we proposed the "Loose in and Loose out" model of regulation, is a change and improvement to the international practice and our country’s present regulatory ideal, if can be achieved, will be able to greatly improve the efficiency of areas under special customs supervision of goods circulation in China, to reduce the enterprise cost, is of great significance for regional attractiveness and competitiveness, in the current domestic published papers that do not have the aspects of content. This change in regulatory approach is, in fact, the concept of existing areas under special customs supervision regulation of our country an innovation reform, in order to realize this regulation mode, also need to adjustment of law, management system and support, as well as the application of information management system, all of these in the article also puts forward the suggestions or solutions.
