Research On The Existing Problem And Improvement Of The Application Of ISO9000in Administrative Management In Vietnam

Administrative service plays a very important role in the political and economic development of a country. The ISO9000quality management system is not only in conformity with the application in the enterprise management, but also with the application in public administration. So ISO9000has been used by many countries in the world. ISO9000is applied in the administration is not only helpful to many countries in the world to solve complex problems in the administrative management, but these countries also can obtain the theory essence of ISO9000quality management, methods of work and the working process and procedure. Application of ISO9000can make the country management authority to provide the best administrative service to people and fulfil the people’s wishes and demands. There is also no exception in Vietnam, since2000, ISO9000has already implemented in some institutions in Vietnam, and also has made great contribution to the process of administrative reform in Vietnam. However, there are still many problems in practice which have to be improved.Based on the study of some domestic and international ISO9000, the quality management system and some management theories have been openly researched. Firstly, to analysis the advantages of ISO in administrative management, ISO9000and the government administrative management features, to illustrate the application of ISO9000in the necessity and goal in the state administrative management. Secondly, this article analyzed the application status of ISO9000in Malaysia and China. From the application of the two countries, obtains experience and lesson that can make ISO9000becomes Vietnam’s most effective tools to improve public administrative reform and administrative system of the country. Then, take the Vietnamese cultural sport and tourism departments as example, give details of the Vietnamese culture, sports and Tourism Department of ISO9000applications, and existing problems in progress.The content of this research will improve the quality of administrative service and provide theoretical reference to the applying of ISO9000in Vietnamese National Administration.
