Nowadays,the problem of aging population in our country is increasingly serious.As of the end of 2015,the population of older people aged over 60 in China has reached 222 million,accounting for 16.1% of the total population.It is estimated that by 2020,the elderly population will reach 243 million,and the aging population will become more severe in the next 20 years.In 1983,the establishment of Shandong University for the Elderly opened the first page of the development of elderly education in China.At present,China has initially formed a pattern of multi-sectoral promotion and multi-school education for the elderly,and established a network of multi-level education systems for the elderly(counties(cities,districts),townships(sub-districts)and villages(neighborhood committees)”.With the continuous development of elderly education,the institutional mechanisms for the innovation of elderly education have become increasingly important.The leadership management model is an important part of the management system and relates to the integrity,consistency,stability,and continuity of leadership activities.However,at present,a variety of old-age education leadership management models coexist in various provinces and municipalities in China.Among them,the management mode of the leadership of the Organization Department and the Veteran Affairs Bureau,the leadership management mode of the civil affairs department and the ageing committee,and the leadership management mode of the education department account for a large proportion.The coexistence of multiple management modes has brought many obstacles to the development of elderly education.Therefore,the author hopes to study the existing major old education leadership management models,contact examples,analyze their respective advantages and disadvantages,and analyze the problems existing in the leadership management model of senior education in China,and try to put forward development strategies.The author analyzes the development of the elderly education in Shanghai through literature research,interviews,interviews,and interviews,and analyzes the features of the leadership management model.The management model of the leadership of the education department represented by Shanghai mainly depends on the working group to implement guidance and supervision of senior schools at all levels.At the same time,it has established a corresponding support service system to consolidate the leadership and management status of the Education Commission and the Senior Education Working Group.Through comparative analysis,the author believes that the other two management models cannot implement the management of grass-roots gerontology education through their own administrative departments,and marginalize the education sector,which is separated from the educational attributes of old-age education.Through research,it is found that there are mainly the following problems in the leadership management model for senior education in China:(1)The top-level design is unclear and the system is not smooth,resulting in multiple out-of-government policies;(2)The legal mechanism is not perfect,and the support for "educational" documents is insufficient;(3)The input of funding standards is not clear,and the total investment is insufficient.The author believes that these problems can be solved in the following aspects: First,we must break the mindset and change the concept of education for the elderly.Second,strengthen the top-level design and establish an effective old-age education system.Furthermore,based on the actual situation,we will create a senior education leadership system with local characteristics.Then,integrate multi-sector resources to form a social synergy.Finally,we will clarify the funding standards,increase the total amount of funds invested,and guarantee the development of elderly education.
