Research On Privatization Of Public Education Schools In Kunming City

Education is the cornerstone of social development.However,the basic education provided by the government has long been a state monopoly,which lack of competition mechanism,and it will make the school over staffing and low efficiency.In the last century,the western countries have carried out diversified and market-oriented reforms in public schools.From the successful experience of education privatization reform in foreign countries,the reform of education of Private Management of Public School in China is a trend of education reform.Since 1980,private schools began to emerge and developed rapidly.This kind of Private Management of Public School reform was first proposed by the head of Beijing No.11 middle school.Then came the prestigious middle school,which began to run schools.The establishment of state-owned private schools is based on this kind of education privatization.Foreign scholars have a wide range of research on the privatization of public schools,including the reconstruction of education system,privatization mode,department responsibility and social policy environment.They will encourage enterprise adopted the operation mode of the management of public service.They hope it can build a fair competition and cooperation relations,the spirit of sharing and responsibility.Based on the public management theory as the theoretical support of what I have learned and from Kunming city scale,teaching situation,the funds investment situation and the development of private education to specifically discuss about the basic education of Kunming basic situation.We find the basic education of Kunming development problems: first,the public schools in short supply,it is difficult to meet the rapid growth in the number of people;Second,uneven distribution of basic education resources and urban-rural gap is too big.The newly residential areas lack of supporting facilities,especially the basic education resource.Private education teaching quality is not high and teaching facilities are backward.At present,the types and forms of basic education in Kunming are as follows: private schools are held by well-known secondary schools;the government and well-known secondary schools jointly set up state-owned private schools;and public schools change the running system.The form of cooperation is the form of "state-owned" + "state-owned" or "state-owned" + "private".The advantage of this system is to promote the reform of weak schools in the region and it also improve the efficiency and quality of education service supply.However,Private Management of Public School in Kunming has the following problems: firstly,there is no corresponding approval and performance evaluation system and the initial policy is unreasonable;Secondly,the internal operation mechanism of the school is unreasonable and the tuition and payments are not approved.Thirdly,the system of the basic education is unfair.The public schools and private schools are affected by Private Management of Public School.Based on the above analysis,the author puts forward some Suggestions on Private Management of Public School: first,we should strengthen the perfection of the institutional level: we can formulate the specific and feasible legal basis,Establish a strict examination and approval system.At the same time,we should establish a sound supervisory mechanism and establish a sound performance appraisal system.Secondly,we can study from America of using education stamp.Establishing the effective system of education stamp and the publicity of private schools is emphasized.Thirdly,adjust the school layout and plan reasonably;Schools should have its feature.In the process of development,the pursuit of interests has gradually become a profit tool for some institutions and even the government.Private Management of Public School emphasis on "public".Since Private Management of Public School are "public",it should be for the public service,and the private sector is just his way of operation or management.It Should be separated from the real private school since it belongs to the government which should really serve the public and open to the public.With the big premise of the public office,the nature of Private Management of Public School can be guaranteed so as not to change in the development.
