Reform in public sectors has an important impact on education as a kind of public goods. The government affects the variety and quality of education as a provider and builds nice social environment and public service by policies and management as an administrator. Therefore, measures taken by the government are important for private education as a kind of public goods offered by non-governmental sectors.The emerging of private education contributes to the development of education since private education increases the supply of education and advance the reform of education. The efficiency and justice also can be assured by private education as an important part of education.In the past20years, Chinese private education has maintained a good momentum of development. On one hand, there are enthusiasms in the social investment of running private education schools. On the other hand, the state makes various policies and measures which have positive effect on private education. Private education is entering a best period for developing in history. The prosperous of private education shows that education is no longer provided by the government exclusively, this means that administrators and sponsors can be separated under certain conditions. However, it requires the change of the administrative management ways of education correspondingly, the duty of the government turns to as the role of catalyst and promoter in public management, it is the "helm", not "shift"There is a close relationship between the rapid development of private education and the clear recognition of theory and the supports from the government. Deficiencies exists, such as how to further understanding clear in theory, how to implement education by The Law of Promoting Private Education in practice, how to improve the quality of private basic education, how to further strengthen the supervision to private universities and the regulation of their internal management and running behavior, and so on. All these need to research and analysis.In this paper, we do a research on the theories of public goods and public management, exploring the relationship between the China’s public management transformation and the development of private education in China, and do a careful analysis of the track of China’s private education. On the basis of the fully cognition of the development of China’s private education, specific problems existing in this field are elaborated. The impact on the development of private education is also analyzed. The paper discusses the ways of the public management transformation by employing a case study of private education in Ningbo. On the foundation of discussion, proposals are offered, to achieve a rapid, healthy and sustainable development of China’s private education.There are some research results and cases both in theoretical and practical areas about private education. In addition, the government’s public management departments and all sectors of the community already realized that the extremely important role of the private education to the development of China’s overall education. The government also has formulated and issued a series of policies to promote the development of private education. However, at present, there are a lot of problems and contradictions in private education development in theory or practice, and therefore, the theoretical innovation and practice exploration become especially important.The novelty of this paper is as following:First, this paper takes the research of private education and public goods supply together, looking for the joint point between them, which is different from previous researches on private education development. There are only a few researches concerning this aspect. Some certain theoretical innovations can be found in the paper, which enrich the existing private education development theory.Second, the paper points out the reform of public management and the multi-supply mechanism of public goods can promote the development of private education. The paper discourses the relationship between the transformation of public management and the development of private education from the issues of history, key problems, the impact of public management transformation, empirical study and classified management system. The transformation of public management and the multi-supply mechanism of public goods affect private education thoroughly. It is proved that the public management transformation and the multi-supply mechanism of public goods adapting to socialist market economy, should be emphasized by policies and systems, when private education develops slowly at present. The institutional changes are important for private education, which resulted in the rapid development of China’s private education. The government’s policies and ways of management also should be adjusted to the multi-supply mechanism of public goods. The paper has both theoretical and practical significance.Third, a feasible plan of classified management of private education is proposed after empirical studies and comparative studies. Actually, China’s private education sponsors are investors, not philanthropists when they entered this field. Ways and policies are the key points of realizing the classified management of profit and non-profit private education. Finding an appropriate temporary way is the key to establish the classified management system. The implementation of the classified management is the important system breakthrough of private education in China. Thus the paper has high practical application value.This paper is divided into seven chapters. The first chapter is introduction. This chapter introduces issues, background and significance of the research, etc.. The second chapter analyzes the basic theory. It mainly includes public goods theory and education theory and provides theoretical supports for the next chapters. Chapter three, it analyzes the development of Chinese private education running and its attributes. The fourth chapter analyzes the relationship between the multi-supply mechanism of public goods and private education, making clear that the lack of diversity public supply system design at this stage is the major source of problem. Chapter five, the paper analyzes the impact on the private education by China’s public management transformation, pointing out that the public management transformation and the multi-supply mechanism of public goods can promote the development of private education. In chapter six, introduce the case of Ningbo, studying various mechanisms and measures which they use in promoting local education development of private through transformation. At last, in chapter seven, we trying to build Chinese diversity public supply mechanism to solve the problems in private education running, then realize the classification of private education running, this means the classification of private education running, this means the classification management between profit and non-profit administration, then puts forward some corresponding measures.
