Research On The Governance Model Of Western Higher Education

During the accelerating process all over the world,various kind of flows in human society combine and fuse.Higher education,one important part of society,has been changed a lot today.And governance,which is closely linked with society and higher education,attracts much attention.The western higher education governance idea and practice developed and got into several governance modal relatively in the volatile environment.China is just on this critical moment and we must have a clear cognition on western higher education governance modal.How should we understand the history of western higher education governance?How about now and the feature?What can we learn from that?This paper will try to answer these questions by focusing on western higher education governance modal.This paper will analysis western higher education by literature research method,historical method,classification method and function analytical method.The introduction included the study cause,meaning topics,present research,concept definition and study design.Chapter one attempts to explore the main historical periods--autonomy periods,control period and shared period--based on the characteristics of higher education.Medieval university was born in autonomy periods,and the autonomous right was yielding in the long fight.The nation-state developed in control period,leading to the rise of nation-research university and society-service university.There are something new in shared period,society,economy,technology power join in the higher education governance.According to the historical analysis and theoretical explanation,chapter two will try to divide the contemporary higher education governance into three models:government-dominant governance,society-shared governance and institution-self governance.In chapter three,the author account the existing basis of each higher education governance model,analysis the production,function and supervision of the right,and give a explanation on governance content through teaching,researching and serving.In chapter four,this paper examines the challenges in each model and locates all the models from a macro standpoint.The change of higher education governance is the internal and external interaction and the dialectics of regulations and negative.The three western higher education governance models are just in the process form close governance to distance governance,from passive governance to active governance,from academic governance to professional governance,from explicit governance to implicit governance.Then the three governance models were compared in both macro and micro point.The paper suggest that the western higher education governance model should be considered about aim,interest,right,trust and structure.After the discussion about the Utopia of western higher education governance model,we state the bounded rationality and consciousness in higher education governance,and reflect the multielement in choiceChapter five is about the higher education governance in China.The history of higher education governance in China was set as outline.Chinese higher education governance is faced with the double test about governance ability and governance system.From a certain extent,Chinese higher education governance is centralized and administrative,and we might develop higher education governance by system breakout,society growth and spirit rebuilding.The conclusion is that government-dominant governance,society-shared governance and institution-self governance shows the differentiation form control period to shared period.Many points were interweaved in each model,and the possibility of transforming one model to other is more and more obvious.We might not find a perfect governance model,but we can explore the suitable higher education governance model in our own country.
