After the World Bank firstly proposed the word—governance, this concept has been widely spread with the formation of economic and public management theoretical framework of their own.. In the 1990 s, scholars introduced Higher Education Governance into China, and began to digest, absorb this theory for the analysis of the practical problems. We need to learn the advanced experience of foreign countries to promote our development of Higher Education, but we can not simply introduce foreign theories and models, we have to focus on the local realities and local measures.
