China has attached great importance to the construction of administrative work in public colleges and universities.Administrative management is an important guarantee for the normal operation of the internal public universities,and the level of administrative management directly affects the public university personnel training but also indirectly affect China's economic development and social construction.It shows that it is of great significance to optimize the administration of public colleges and universities.With the continuous improvement and development of China's market economy,the concept of management development in public universities has also undergone major changes.Therefore,the traditional administrative model of public colleges and universities is no longer suitable for the development of modern public universities.So,how to optimize the current administrative model of public colleges and universities will be the focus of the management of public universities in the modern and future period.The Chinese government has given strong support,in the third Plenary Session of the 18 th CPC Central Committee through the "CPC Central Committee on deepening reform of the overall number of major issues" in an article on education reform has made the comprehensive planning,clear direction and specific measures,and proposed specific objectives.Under such a background,under the management model of the Party committee and the headmaster,this article combines the new public service theory to probe into the optimization of the administrative management of the administrative organs in the modern public universities.In the course of the study,take the satisfaction way management concept of A public universities in the current administrative management is backward,lack of authorization and approval mechanism,management is not in place,the problem is not continuous,policy communication such as lack of energy.On this basis,the related reasons are analyzed,the reason that A public university administrative organs the low satisfaction management is currently missing,the concept of public service for college students and teachers,lack of public interest in administrative work and lack of strategic cognitive and university internal democracy cooperation degree is low and so on several major reasons.Finally,according to the theory of new public service,this paper puts forward the principle of optimizing the administrative management of public universities and the measures to improve the existing problems in the administration of public universities.In order to promote the improvement of the administrative model of public universities in China.
