On The Perspective Of The New Public Service Theory To Research The Administration Of The Canteen Of Jinan University

The New Public Service Theory is not only the outline of the government administration,but also the guidance of the mechanism which will face to the public.Therefore,when we discuss the administration of the university canteen,the seven principles of the New Public Service Theory should be flexibly used as well.On the perspective of New Public Service Theory,the administration of the Canteen of Jinan University will be presented as the following four contents:the system of operation,the mechanism of price,the mechanism of safety and the construction the person’s relationship.There are problems in all of these contents.The problem of the system of operation is the closure of the management system.The problem of the mechanism of price is the price shows too high.The problem of the mechanism of safety is the supervision is not in the right place.The problem of the construction of the person’s relationship the argument between people cannot be coordinated.The reason why these problems appear is that the seven principles of the New Public Service Theory did not be executed.The breaks of the principles of “service rather than administration” and “strategic thinking and act democratically” cause the closure of the management system.The breaks of the principles of “the public benefit is the goal rather than the path” and “serve the citizen rather than the guest” cause the problem of the price.The break of the principle of the “the duty is not single” cause the supervision is not in the right place.The breaks of the principles of the “emphasizing people rather than the efficiency” and “surpassing the identity of entrepreneur and paying attention on the right of citizen and public affairs” cause the argument between people.In order to solve these problems,the seven principles of New Public Service Theory should be practicable.Therefore,four ways can be carried out: Firstly,breaking the close system of management.Secondly,reform the mechanism of the price.Thirdly,introduce the other unit to supervise.Fourthly,use kinds of approaches to satisfy different kinds of people.
