At present,with the transformation and upgrading of China’s economic development,it is increasingly important to promote the development of science and technology research,and the amount of national scientific research funding has increased steadily.As an important force in the scientific and technological research team,colleges and universities have increased their funding for scientific research.However,a large number of problems have been exposed in the use and management of scientific research funds in universities: on the one hand,the use of scientific research funds is not standardized,and news reports of arbitrage and misappropriation of scientific research funds are common and have caused strong social repercussions;on the other hand,the scientific research fund management process is complex and the use of funds Problems such as difficulties reduce the enthusiasm of scientific research staff and are not conducive to the smooth progress of scientific research.Therefore,in the process of scientific research funding management in colleges and universities,how to simplify the scientific research funding management process while ensuring the effective and reasonable use of scientific research funding,reduce the burden on scientific research personnel,and stimulate the enthusiasm of scientific research personnel,has become the focus of scientific research funding management institutions.This article takes the management of scientific research funds in C colleges as an example.First of all,sort out the current process of scientific research funding management in C colleges and universities and make a flowchart of scientific research funding management.Then,collect and summarize relevant data,and combine internal control,process reengineering and other related theories to analyze the problems of inadequate internal control and improper processes in the management of scientific research funds in C colleges and universities.Finally,in view of the problems existing in the management of scientific research funds in C colleges,a solution is proposed and optimized.This article first introduces the background and significance of scientific research funding management research in universities by combining theory with specific cases.Then,the theories of internal control and process reengineering related to the management of scientific research funding in universities were sorted out through literature research methods.Second,comprehensively sort out the entire process of scientific research funding management including project establishment,income management,bill management,fund reimbursement,project conclusion review,etc.,and make a flowchart of scientific research funding management.At the same time,based on the conditions of internal control and process reengineering theory as the theoretical basis,based on the analysis of the scientific research funding management process of the case universities,it was found through analysis that the listed universities had weak internal control awareness,unreasonable project design,inaccurate classification of scientific research projects,and temporary collection.A series of internal control and improper problems such as excessive funds,untimely use of funds,cumbersome expense reimbursement,imperfect bill management system,and unreasonable staffing.Finally,in order to optimize the management of scientific research funds in the case study case,some suggestions were put forward to strengthen and improve the internal control system and use information technology for process reengineering.Through the research on the entire process of the management of scientific research funds of C colleges and universities,it is found that there are problems such as incomplete internal control systems and redundant processes in the management process of scientific research funds of colleges and universities.This article proposes a series of specific measures to improve the management of scientific research funds in order to optimize the management of scientific research funds.It has the effect of "seeing the whole picture and seeing the whole leopard" for the research funding of domestic universities.It is beneficial to the improvement of scientific research funding management in colleges and universities.
