Research On The Governance Of University Colleges In China

With the further promotion of university governance and the scale enlargement of college, it is necessary tc improve the governance of college in university. College governance is a series of processes that multi-stakeholders coordinate rights and obligations between each other, allocate resources democratically to achieve the shared goals on the basis of polycentric power. College governance is more conducive to the university "bottom change".In the raging trend of national education system reform, college governance in reality has many difficulties although the reforms on the student recruiting, student training mode, teacher selection and evaluation system, and college internal governance structure getting respectable grades during the national pilot reform of college starting from 2011.Administrative Management in college curbs the democratization and polycentric process of college governance, the division of the academic community dispels the cohesion and motivation of college, symbolic governance in college conceals real problems of substantive governance. To change symbolic governance to substantive governance, we need to eliminate the administrative management and reconstruct the academic community. At present, both in the field of theoretical research and practical operation,the foreign first-class universities are advanced in college governance. In this paper, the author selects the American public universities, the British public universities and the Japanese national universities as the case, focusing on the analysis of the governance structure and operation mode of these universities, in order to provide inspiration and reference for our country.In order to realize the vision that college governance basing on the fabric that academic as soul,democracy as body and polycentric as form, we put forward the theoretical model and the principles of reinventing college combining the theory of reinventing and the theory of governance. The principles of reinventing college construction on the essence of governance,including the "two type","four points ".The first type involves the college external governance, it should follow the principles that "helm and paddle separation" and "power and responsibility integration"; The second type involves the college internal governance, it should follow the principles that "polycentric governance bodies" and "polycentric governance power". Under the reinventing college principles, shared governance is the basic way and the inevitable choice of college governance in our country through governance committee composed of professors and other professionals.Governing is not the only goal of college governance, the ultimate goal of college governance is to establish the modern college system. The modern college system is the product of the institutionalization of college governance, and is the modern college organization and operation system with the ability of innovation and sustainable improvement. Both the college governance and the modern college system aim at reviving the academic spirit, promoting modernization of the university governance systems and governance capacity, and constructing the world first-class universities and the world first-class disciplines.
