As the foundation of universities,secondary colleges play a vital role in the"Double First-Class" Construction.Under the background of promoting connotative progress of higher education,research universities,as an important part of higher education in China,their construction experience is valuable and critical.Bases on the survey of a representative research university(X University)in China,this thesis analyzes present situation and characteristics of secondary colleges governance in five aspects:autonomy allocation,governance culture,governance structure,governance mechanism and governance dilemma,by interviewing 20 dean or deputy dean of the secondary colleges in a semi-structured way,and issuing questionnaires to 280 full-time teachers.This research draws the following main conclusions:?.Colleges of Science,Engineering,Medicine and Earth Sciences have greater autonomy of introducing new talents than College of Humanities and Social Sciences.The Departments of Science,Engineering,Medicine and Earth Sciences play a larger role in the introduction of talents.Their total funding,financial autonomy,and resource allocation autonomy are higher.?.Colleges of Science,Engineering,Medicine and Earth Sciences attach greater importance to co-governance.Their rules and regulations are not merely comprehensive,but also effective.?.All colleges have formed a joint governance structure based on the Party and Administration Joint Committee and other committees.Committees in Colleges of Science,Engineering,Medicine and Earth Sciences bear clearer duties and responsibilities.While the relationship between committees in College of Humanities and Social Sciences is more harmonious.?.In terms of the implementation mechanism,Colleges of Humanities and Social Sciences pay more attention to administrative ethics,whereas Colleges of Science,Engineering,Medicine and Earth Sciences set up a more delayering implementation mechanism.The Representative Assembly of Teaching andAdministrative staff in Colleges of Science,Engineering,Medicine and Earth Sciences is more powerful,operative and effective,with fully guaranteeing rights and interests of teachers.?.The relative lack of autonomy in running colleges,the inability of schools to take the characteristics of disciplines into account,and the contradiction between resource allocation and disciplinary development are the main institutional obstacles to all colleges governance.In addition,Colleges of Science,Engineering,Medicine and Earth Sciences face the dilemma of Industry-University-Research cooperation.Based on the survey of X University,the author summarizes the governance characteristics of colleges as follows.First,the more diversified the sources of funding,the greater the financial autonomy.Secondly,the more complicated the affairs are,the easier the results of the disciplines are quantified,the more specific rules and regulations are needed.Thirdly,the greater the discipline differences within colleges,the easier the Professor Committee will conflict with the Appointment Committee.Through empirical research of X University and the investigation of other research universities in China,the author argues that the governance of secondary colleges requires joint efforts at the school level and the college level.At the school level,the administrative department should be streamlined,the Communication Mechanism should be established,the governance philosophy should be changed and the classification management should be realized.And secondary colleges should clarify the objectives of the college governance,improve internal organization of the secondary colleges,enhance communication mechanism,deepen performance appraisal system and improve leadership of the dean.The major contributions of this researc are as follows:this thesis reviews foreign and domestic research on secondary colleges governance;which provides reference for research;the survey of X university will deepen people's understanding of secondary colleges governance.
