professional and technical personnel as one of the largest team of talent,which is very important for the development of a country or region.The limited economic conditions in underdeveloped areas have led to a shortage of professional and technical personnel,thus restricting the development of underdeveloped.In the pressure system,Underdeveloped local governments under the pressure of economic development has developed a series of talent introduction policy,although achieved some success,but there are still many problems,so the Underdeveloped areas of professional and technical personnel policy is a worthy topic.This paper takes the introduction of policy of professional and technical talents in Guizhou Province as the breakthrough point,and uses the policy evaluation theory and governance theory to analyze the behavior of the local government.First,it defines the core concepts involved in this study:professional and technical personnel,the introduction of talent;Secondly analyzes the status quo of the introduction of policy of professional and technical talents in Guizhou Province from the introduction of policy system,Policy guarantee system,operation mechanism of Guizhou province.And then through the real-time data of professional and technical personnel in Guizhou Province,This paper analyzes the effectiveness of the introduction of professional and technical talents in Guizhou Province from the aspects of the total quantity,structure and quality of professional and technical personnel.thirdly,analyzes government problems and reasons of the introduction of professional and technical talents in Guizhou Province;Finally,puts forward he strategy of adjusting the behavior of Guizhou provincial government in the introduction of professional and technical personnel.This study through the literature research,questionnaire survey,case interviews,discussion,Based on the local government in the development of professional and technical personnel in the practice,analysis and refining case data and research literature,That the Guizhou provincial government in the development of talent played a macro-planning adjustment;the development of relevant policies;organization to guide supervision;good talent management;to provide public service functions.But because of the impact of bureaucratic system;the development of a single policy;the impact of political views;lack of awareness of the rule of law,lack of supervision mechanisms,limited financial strength;service-oriented government concept has yet to be strengthened,which causing the government in the introduction of talent Cited the concept of misunderstanding;Policy development is lack of scientific;talent policy implementation is weak;the rule of law construction capacity is insufficient;the public service ability is weak.then puts forward the Suggest about Adjusting the government behavior in the Policy of introducing professional talents from three aspects:change the administrative concept;change the government function;innovate the government governance mechanism;change the government governance idea.
