Talents are subjects of college education and teaching,the key to and also play irreplaceable roles in the colleges and universities development.With development of colleges and universities,talents are badly needed and it is more and more difficult to introduce talents.Nowadays,in China,colleges and universities are attaching more and more importance to the construction of teaching staff.There exist misunderstanding in talents introduction,and talents introduction,personnel training and utilization are not properly combined,which results in the difficulty in talents especially high-level talents introduction,or the fact that talents can be introduced but not be retained.Such situation gives rise to vicious circle of teaching staff construction and the increasingly wide gap among colleges.Colleges in underdeveloped areas have been at disadvantages in talents introduction because of their regional limitations.Therefore,it is urgent to solve the problems with talent especially high-level talent introduction in newly-constructed colleges.It is also necessary for colleges in underdeveloped areas to overcome their disadvantages and learn to utilize their advantages.Newly-constructed colleges and universities in underdeveloped areas must realize the necessity and importance of talent introduction.Talents are the most important resources.Without them,we would not have China's modernization and cannot realize our "Chinese Dream".The thesis uses Suqian college as example to make empirical study.Firstly,relevant theories and study are reviewed,and then text analysis method is used to analyze current talent introduction policies of three colleges and relevant data is sorted out and analyzed by using interviews and questionnaires.In the end,polices of high-level talent introduction for colleges in underdeveloped areas are proposed.The thesis is divided into four parts six chapters.The first part including first two chapters mainly introduces the meaning and purpose of the study,current situation of relevant study home and abroad,contents and method of study,the originality of the study and defines some relevant concepts.In this part,theories about human resource,social mobility theory and assumption about human nature are explained so as to set basis for the study.The second part including chapter three and four,with data collected by questionnaire,current talent introduction policies in three colleges are analyzed.The third part including chapter five contains empirical study,the gaps between Su qian College talent introduction policies and those of other colleges being analyzed.Moreover,causes of such gaps are analyzed by some relevant theories to be used as the basis of talent introduction mechanism establishment.The forth part based on the problems analyzed above,suggestions about talent introduction policy in newly-constructed college in underdeveloped areas are proposed accordingly and would be developed into corresponding mechanisms in the long run.
