Research On The Construction Of Shanghai Credit Banking System From The Perspective Of Lifelong Learning “overpass”

From the perspective of global trend,promoting lifelong education and learning,creating a learning city,has increasingly become a national development of human resources,improve economic competitiveness and achieve social sustainable development of the important strategy.From the perspective of Shanghai's development,Shanghai is continuously innovating and driving development,economic restructuring and upgrading,vigorously building international economic,financial,trade and shipping centers and accelerating the construction of globally influential scientific and technological innovation centers.The development of lifelong education should further strengthen the cultivation of innovative talents,improve the core competitiveness of the city,expand the supply of education,and continuously enhance the learning literacy and innovation ability of the citizens to meet the growing diversified and multi-level lifelong learning needs of the general public.Therefore,Shanghai has taken the lead in exploring the credit banking system nationwide,and has made great efforts for the development of lifelong education in Shanghai.However,after all,the lack of theoretical research and practice research make it encounter some obstacles in the course of development.This study intends to sort out the construction of credit system in Shanghai,and then promote the construction of learning society.This research systematically explores the credit bank system of Shanghai through literature research,comparative research,interview and so on,and draws the conclusion that "the system standard is initially built,the operation procedure is relatively smooth and the user object is basically satisfied".At the same time,The development of "overpass" has also found that there are some problems in the construction of credit system in Shanghai,such as " Top-level design and planning is not perfect,popularization and implementation of the implementation of the depth of participation in the construction of the main body is not comprehensive,the relevant school management mechanism is not suited to credit conversion standards are not perfect,Popularization and implementation is not thorough,Involved in the construction of the main body is not comprehensive,Relevant educational mechanism is not suitable,The credit conversion standard is not perfect ".Based on the above research,this paper puts forward some suggestions on theconstruction of the credit banking system in Shanghai through comparison and empirical study: firstly,exploring the local qualification framework system actively,establishing the qualifications framework in line with characteristics of Shanghai;secondly,improving the credit recognition and transfer standard,workflow;thirdly,accelerating the implementation of the credit bank credit bank the parties,strengthen the collaborative management system;fourthly,accelerating the talent selection mechanism,college system,quality assurance system,resource sharing mechanism of education adjustment mechanism.
