With the spread and development of the concept of lifelong learning,non-formal,informal education and training is increasingly becoming important ways of individual learning.National qualifications framework including the various levels of general education,vocational education and higher education systems,covering a variety of qualifications which through formal education,non-formal and informal education can be acquired,such a transparent qualification system played the important role of connection,mergers and conversions of various qualifications,which build up the "overpass" of lifelong learning and development.Since entering twenty-first century,countries around the world have raised the national qualifications framework as a reform tool,which communicate and integrate all types and all levels of education systems,promote citizen mobility and lifelong learning."N ational medium and long-term reform and development plan outline of education(2010-2020)" put forward that building the "human resources" into a "human resources power" as soon as possible,"establish national standards of education quality,build the flexible and ope n lifelong education system","building the overpass of lifelong learning".In the face of the need of the transformation of development mode of national economic and social,setting up the lifelong learning society and modern lifelong education system,it is imperative to build a perfect national qualification framework.This paper uses the method of literature analysis,case study and comparative research,analyzes the development process of national qualification framework;select Germany,Denmark and India as typical countries,respectively,makes a longitudinal analysis on the development background,the goal,the core content,operation and implementation of national qualification framework;summarizes the effective experiences and lessons of the three countries in the process of their development;and transverse compare and analysis the three national qualifications framework,make an comparison of the experience and deficiency in the process of building framework of three countries.The purpose of ana lysis and research the national qualifications framework of Germany,Denmark and India is learn from the advanced concepts and successful practices building national qualifications framework in China,based on China’s national conditions.Finally,the paper analyses the necessity and feasibility of the construction of national qualifications framework in our country based on the national strategic planning,present situation of qualification system and the comprehensive reform of education field,and connec ting with the international successful experiences and the present situation in our country,put forward the preliminary ideas of China’s national qualifications framework.
