European integration has changed the social fabric of the EU countries and poses a great challenge to the decision-making of the EU and its member countries.In particular,since the 21 st century,the EU education system has experienced a surge in the diversity of students.Over the past 20 years,the number of students from different cultural backgrounds has increased to 12.53% of the total number of students,and this increase will continue to rise in the future.Students with immigrant backgrounds are significantly inferior to their peers,making it difficult for schools and teachers to meet the diverse needs of them.Undoubtedly,this presents a great challenge to social justice and democracy.Fair,balanced,democratic Europe is the ideal of the creators of the EU.Promoting teacher diversity is an active response to the EU social justice.This paper analyzes the macro backgrounds of promoting teacher diversity by EU,the policy structure and realistic actions of promoting teacher diversity by EU.It takes the theory of Rawls' theory of justice as a theoretical basis and takes the EU as a case study.This article seeks to reveal the essence of promoting teacher diversity,to clarify its way to achieve educational equity,and its significance for the realization of social justice.This paper argues that the promotion of teacher diversity in the EU is in line with the values of freedom and equality set by Rawls' theory of justice and follows the principles of equality and compensation regulated by Rawls' theory of justice,and reaching the expectations of Rawls' Overlapping consensus.In this paper,we get three conclusions: ?the fairness demonstrated by promoting teacher diversity is premise;?the fairness demonstrated by promoting teacher diversity is universal;?the fairness demonstrated by promoting teacher diversity is limited.
