Since the 21 st century,our Country vocational and technical education have rapid development,especially secondary vocational and technical education has developed rapidly,by 2015,secondary vocational education school has a total of 13193 in China.As the most important human resources training institutions,secondary vocational education schools play a key role in talent cultivation and students' ability to serve the society.So,focus on secondary vocational schools ability of social service,teaching as the center,strengthening the secondary vocational school of social service ability,these are important content of the secondary vocational school work.They are helpful to cultivate skilled personnel that adaptive for the development of the society,suitable for the needs of society.The paper study the Qujing finance and economics school of Yunnan province.The first analyzes the present situation of social service of Qujing finance and economics school.social services and emphasis degree have improved;service has various forms and rich content;economic and social benefits gradually increase.Although Qujing finance and economics school has obtained certain achievements,there are also imbalance in the structure of teachers;limited service quality;heavy teaching tasks;lacking of service mechanism;the unequal development of scientific research.and external problems of insufficient government input,low social perception.These restrict the development of Qujing finance and economics school seriously.Secondly,the paper establish DEA model to analyze the data of secondary vocational school,it finds out the main factors that influence the service ability of Qujing finance and economics school,it reveals efficiency of social services of Qujing finance and economics school improves the ability of social services.Empirical analysis shows: The efficiency of social service is not high of Qujing finance and economics school,social service ability remains to be further improved And the efficiency of social service don't achieve the optimal,the resources fails to be used fully,the ability of social service is low.Again,the paper draw lessons from the evaluation index system of social service ability of American community college,German dual system training college and technology and continuing education college of Australia.These are useful to improve the ability of social service of Qujing finance and economics school.Finally,combining the empirical analysis and foreign experience,it puts forward main counter measures and suggestions of improving social service of Qujing finance and economics school: promoting the idea of social service,strengthening the awareness of social service;perfecting the running mechanism,the sustainable development of the social services;broadening the train of thought,expanding the scope of social service;improving the internal and external environment,enhancing social service ability and so on.
