| Since the "Tenth Five Year Plan" and the reform of budget management of government department have been nationwide carried out, Jiangsu Province has offered a great finance support to education. And the educational scale, level and comprehensive strength of Jiangsu Province are in the front rank of China, so are the quality indicators of kinds of education. Meanwhile, the main indicators of educational development achieve the world middle income countries’ level. The quality of teachers is improving, the hot and difficult issues are better solved and education’s ability of serving economical development is strengthening. Now, the economy and education now at a new stage called "New Normal", and how the public education expenditure allocated to meet for the goal of efficiency and equality in the new stage is essential to clear out. And it is very important to carry out the perform evaluation of public education expenditure.This essay sets "performance of public education expenditure in Jiangsu Province" as the study subject. And the author bases on the 4E principle which concludes economy, efficiency, effectiveness, and equality to establish a process oriented performance evaluation indicator system according to the expenditure. And this system tries to evaluate both internal and external performance of educational expenditure from the macro and micro aspect. And the data can be available on World Bank, National Bureau of Statistics of the People’s Republic of China, Chinese education statistical yearbook and Jiangsu statistical yearbook. The processed data can used to analyze the internal performance of public education expenditure allocated in different level of education, different areas’ education and the inner expenditure structure and the external performance of income and education demand Also, the performance will be compared to national level and international level to find out the gap between with the two levels. Then scoring method will be applied to calculate every indicator’s score, to evaluate the performance of the four dimensions mentioned above and to give a comprehensive evaluation of education expenditure. The conclusion is that the four dimensions of the performance of public education expenditure in Jiangsu Province have been improved but the efficiency dimension is much more lower than the equality part and the effectiveness of "people oriented" is not well performed. In the last, the author attempts to gives suggestions aiming to rise the performance of public education expenditure.Firstly, the public education expenditure related regulations and laws should be well developed. Secondly, increase the amount of expenditure reasonably and adjust the structure of public education expenditure. Thirdly, develop a scientific and reasonable performance evaluation indicators system. Fourthly, establish a coordinated incentive mechanism, accountability mechanism and information disclosure mechanism. |
